淄博村居审计的做法和问题分析

【摘要】：党的十八届四中全会提出,要推进国家治理体系和治理能力现代化。农村基层治理是整个国家治理体系的重要组成部分,只有从根本上搞好农村基层治理,才能更好地利于实现国家善政良治。在审计全覆盖的工作导向下,对于开展卓有成效的村居审计,促进党在农村的各项方针政策落实,监督新农村建设的公共资源、公共资金、公共资产等的分配、管理和使用情况,维护广大人民群众利益,充分保障农村群众参与农村基层社会管理的知情权、监督权和参与权,党委政府有明确要求,群众有强烈呼声。在村居审计的法律法规尚不完善的情况下,基于近年的工作实践探索,淄博市坚持把加强村居审计作为推动村居工作规范化建设的重要抓手和突破口,探索村居审计的有效方法,走出了一条以村居审计促进村居工作规范化的新路子。
[Abstract]:The fourth Plenary session of the 18 CPC Central Committee proposed that the modernization of the national governance system and governance capacity should be promoted. Rural grass-roots governance is an important part of the entire national governance system. Under the guidance of the full coverage of the audit, to carry out effective village house audits, to promote the implementation of the Party's various principles and policies in rural areas, and to supervise the public resources and public funds for the construction of new rural areas, The distribution, management and use of public assets, safeguarding the interests of the broad masses of the people, and fully guaranteeing the right of the rural masses to know, supervise and participate in the management of the rural grassroots society are clearly required by the Party Committee and the government. There is a strong cry from the masses. Under the condition that the laws and regulations of village house auditing are not perfect, and based on the practice and exploration in recent years, Zibo City insists on strengthening the audit of village houses as an important grasp and breakthrough in promoting the standardization construction of village house work. This paper explores the effective method of village house audit, and finds a new way to promote the standardization of village house audit.
