【摘要】：《中共中央关于全面推进依法治国若干重大问题的决定》明确提出"坚持依法治国首先要坚持以宪治国,坚持依法执政首先要坚持依宪执政。"为树立宪法权威,健全宪法实施机制,提供了制度上的保障。但学界对"依宪执政"与"宪政"的关系仍存有分歧,对宪政的施行路径,也未有共识性的认知。谢泳先生选编的《独立评论文选》,以创刊于1932年的《独立评论》为底本,内容涉及政治宪政、教育民生、时事大事等方面。彼时知识精英对宪政的探索,未必都适用于当下,但他们对宪政的共识,即宪政就是一种政治生活的习惯,却可以为我们理解宪政提供一种新的视角。
