日本工商企业投资农业的准入机制及现状特征

【摘要】：日本曾经严格防范工商企业进入农业领域,坚持以家庭为基础、综合农协辅助的合作式农业发展道路。自20世纪90年代初期开始阶段性地放宽限制,从严格管制农地流转到逐步放宽,直至大力推动,不断为工商企业投资农业提供契机。尤其是2009年修订《农地法》,以及中央和地方政府出台多种支持措施等多重因素推动下,工商企业进入农业领域的步伐加快,大型企业的数量呈现增加的趋势。中日两国农业同为小规模家庭经营,都面临工商企业投资农业的现实需求,在严格准入机制、规范土地流转、合理监管企业用地、创新完善支持政策、强化人才与技术支撑方面,日本的实践有着有益的启发和借鉴。
[Abstract]:Japan has strictly prevented industrial and commercial enterprises from entering the field of agriculture, insisted on a family-based, comprehensive cooperative agricultural development road assisted by the Association of Agriculture. Since the beginning of 1990s, it has gradually relaxed restrictions. From strictly controlling the circulation of agricultural land to gradually relaxing it until it is vigorously promoted, it provides opportunities for industrial and commercial enterprises to invest in agriculture. In particular, the revision of the farmland Law in 2009 and the introduction of a variety of support measures by the central and local governments have been promoted by many factors. The pace of entry of industrial and commercial enterprises into the agricultural field has accelerated, and the number of large enterprises has shown an increasing trend. Agriculture in China and Japan is both small scale family operations, both facing the realistic demand of industrial and commercial enterprises to invest in agriculture, and in strict access mechanisms. To standardize land circulation, to supervise enterprise land reasonably, to innovate and perfect supporting policies, and to strengthen talents and technology support, Japan's practice is instructive and useful for reference.
