楚雄州中小学配备兼职法制副校长政策执行效果研究

【摘要】：在中小学配备兼职法制副校长是加强青少年法制教育的重要途径,是具有中国特色的一项工作创新。中小学法制副校长工作发源于广东省,后来经中央社会治安综合治理委员会颁布有关文件,成为加强未成年人法制教育的一项公共政策在全国逐步推开。楚雄州于2010年制定了地方实施意见,开始在全州中小学配备兼职法制副校长。本研究试图应用公共政策执行和公共政策评估理论知识,从政策执行结果的角度对楚雄州中小学配备兼职法制副校长政策做出分析评估。采用文献研究法、问卷调查法、访谈法等研究方法,分析楚雄州中小学配备兼职法制副校长政策的执行效果,从而科学评估现有政策。通过调查研究结果分析,笔者认为楚雄州中小学配备兼职法制副校长政策执行取得了实际效果,体现出一些成效：一是初步形成了一套管理体制；二是使青少年法制教育有序有效开展；三是法制副校长在校园及周边治安环境整治方面发挥了重要作用；四是学校师生的满意度高。但是,也发现了在政策执行中存在的问题：一是政策执行主体本身存在问题,主要表现在综治、教育行政部门和政法部门对法制副校长工作支持保障不够,部分学校领导对法制副校长工作支持和配合不够,受聘人员兼职开展工作时间和精力不足,法制教育课方式单调；二是政策执行机制不完善,主要表现在未建立培训制度,考核评价机制不完善,法制副校长工作缺乏专门经费保障；三是政策缺乏宣传。据此,笔者提出完善楚雄州中小学配备兼职法制副校长政策执行的对策,建议从党委政府加大投入保障力度、学校领导加强支持与配合、受聘人员加强学习提高自身素质、加强政策宣传扩大法制副校长工作的影响力四个方面加以改进和完善,为决策部门提供参考,以期提高政策制定和执行的质量,进一步推动配备兼职法制副校长政策的落实。
[Abstract]:The provision of part-time legal vice-principals in primary and secondary schools is an important way to strengthen legal education for young people and a work innovation with Chinese characteristics. The work of legal vice-principals in primary and secondary schools originated in Guangdong Province. Later, the relevant documents were promulgated by the Central Commission for Comprehensive Administration of Public Security, which became a public policy to strengthen the legal education of minors throughout the country. Chuxiong prefecture formulated local implementation opinions on 2010. This study tries to apply the theoretical knowledge of public policy implementation and public policy evaluation. From the perspective of policy implementation results, this paper makes an analysis and evaluation of the policy of providing part-time legal vice-principals in primary and secondary schools in Chuxiong prefecture. It adopts research methods such as literature research, questionnaire survey, interview, and so on. This paper analyzes the effect of implementing the policy of providing part-time legal vice-principals for primary and secondary schools in Chuxiong prefecture, so as to scientifically evaluate the existing policies. The author thinks that the implementation of the policy of providing part-time vice-principals of legal system in the middle and primary schools of Chuxiong Prefecture has achieved practical results, which shows some achievements: first, the initial formation of a set of management system, second, the orderly and effective development of the legal education of young people; Third, the vice principal of the legal system has played an important role in the renovation of the campus and the surrounding public security environment; fourth, the school has a high degree of satisfaction with teachers and students. However, it has also found problems in the implementation of the policy: first, there are problems in the main body of policy implementation itself. They are mainly reflected in comprehensive treatment, inadequate support for the work of legal vice-principals by the administrative departments of education and political and legal departments, inadequate support and cooperation by some school leaders for the work of vice-principals of the legal system, and insufficient time and energy for employed personnel to work part-time. The method of legal education is monotonous, the second is that the policy implementation mechanism is not perfect, which is mainly manifested in the lack of training system, the imperfect assessment mechanism, the lack of special fund guarantee for the work of the legal vice-principal, the third is the lack of propaganda of the policy. The author puts forward the countermeasures of perfecting the policy of providing part-time legal vice-principals in the middle and primary schools of Chuxiong prefecture, and suggests that the party committee and government increase the input and guarantee, the school leaders strengthen the support and cooperation, and the employed personnel strengthen their study and improve their own quality. Strengthen the policy propaganda to expand the influence of the work of the vice-president of the legal system to improve and perfect, to provide reference for the decision-making department, in order to improve the quality of policy formulation and implementation, and further promote the implementation of the policy of allocating part-time vice-principals of the legal system.
