基于开放式创新的日本产学官合作模式研究

【摘要】：日本在进入二十世纪九十年代以后制造业的竞争优势逐渐减弱，进入了长达十年的低迷期。面对二十一世纪日益加剧的国际贸易摩擦、产业空洞化等问题，日本政府意识到只有开展基础性、开拓性的前沿研究才能保证国家和企业的持续竞争力。经过十几年对创新系统战略转型的探索，在开放式创新的大环境下，日本为了恢复其国际竞争力，在产学官合作创新上进行了一系列的变革。探析开放式创新环境下日本产学官合作的战略转型可以为我国在建设国家创新体系的实践中完善产学官合作机制提供理论支持和经验借鉴。本论文首先对产学官合作、日本产学官合作、开放式创新理论的相关研究文献进行了综述，并分析了现有研究中的局限和不足。在此基础上对日本产学官合作的历史沿革进行梳理，发现1990年代开始日本产学官合作实现了飞速发展，各主体积极开展实质性的产学官合作。随后对这一产学官合作的转型背景，以及在开放式创新环境下政府的行政体制改革、大学的经营体制改革和企业的创新模式转变进行分析，并根据开放式创新的内涵建立了日本产学官合作推进机制。在此基础上对大学的特性和产学官合作推进中各重要政策进一步分析，，构建了开放式创新环境下的产学官合作多元模式，并选取奈良先端科学技术大学院大学为案例对该模式进行验证。本论文提出的“以综合科学技术会议为司令塔的政府主导型产学官合作推进机制”、“以经济活化、企业技术战略、知识产权循环、大学教育研究、知识网络五个方向为中心的产学官合作多元模式”以及结合我国国情提出的建议，对我国在开放式创新环境下开展产学官合作具有的理论和实践意义。
[Abstract]:After entering the 1990s, the competitive advantage of Japan's manufacturing industry has gradually weakened and entered a decade-long downturn. In the face of the growing international trade friction and industrial hollowing in the 21 century, The Japanese government is aware that only basic and pioneering research can guarantee the sustainable competitiveness of the country and enterprises. After more than a decade of exploration of the strategic transformation of innovation systems, under the general environment of open innovation, In order to restore its international competitiveness, A series of changes have been carried out on the cooperative innovation of industrial and academic officials. An analysis of the strategic transformation of Japanese industrial and academic officials' cooperation under the open innovation environment can provide a way for China to improve the cooperation mechanism of industrial and academic officials in the practice of building a national innovation system. Theoretical support and experience. In this paper, the author first summarizes the related research literature on the cooperation of industry officials, Japanese industry school officials, and open innovation theory. On the basis of analyzing the limitations and shortcomings of the existing research, the author combs the history of the cooperation of Japanese school officials, and finds that the cooperation of Japanese school officials has developed rapidly since the 1990s. Then, the transformation background of this cooperation and the reform of the government's administrative system under the open and innovative environment. The reform of university management system and the transformation of innovation mode of enterprises are analyzed. According to the connotation of open innovation, this paper establishes the cooperative promotion mechanism of Japanese industrial school officials. On this basis, it further analyzes the characteristics of universities and the important policies in the cooperative promotion of industrial and academic officials. In this paper, the multi-mode of cooperation between industry and academic officials in the open innovation environment is constructed. And selected Nara apex university of science and technology as a case study to verify the model. This paper proposes a "government-led cooperative promotion mechanism of industrial science and technology officer with the comprehensive science and technology conference as the commander", which is based on economic activation and enterprise technology strategy.
