我国立法协商的现实困境及完善路径

【摘要】：立法协商是主体、客体、介体和环体相互作用、相互影响的过程,内含不可忽视的利益博弈,其中存在诸多困境是不可避免的。应当通过优化观念和实现立法协商主体专业化、构建大数据平台、发挥新媒体作用和完善信息公开制度、塑造良好的法治环境等途径,不断完善立法协商。
[Abstract]:Legislative negotiation is a process of interaction and interaction between subject, object, mediator and ring body, which contains a game of interests that can not be ignored, among which there are many difficulties that are inevitable. We should optimize the idea and realize the specialization of the subject of legislative negotiation. To construct big data's platform, to play the role of new media, to perfect the information publicity system, to create a good legal environment, and to continuously perfect the legislative consultation.
