【摘要】：正当今世界的竞争归根到底是制度的竞争。制度建设是人类进步的根本标志。国际竞争表面上是技术和力量的竞争,实质则是制度的竞争。通过制度现代化形成制度优势,是在竞争中取得有利地位的根本保证。制度优势是一个国家软实力的集中体现。软实力对内表现为一个国家、一个民族的生命力、创造力和凝聚力,对外表现为一个国家在意识形态、发展模式、民族文化、外交方针等方面被国际社会认可的程度。事实证明,一个国家被认为具
