【摘要】：正下一步的国家治理转型,重要的是以法治建设为重点,法治为先、法治为重、法治为大,改革与国家治理体系和治理能力现代化不相适应的体制机制、法律法规中共十八届四中全会通过的《关于全面推进依法治国若干重大问题的决定》,提出全面依法治国的总体目标和重大任务,提出建设法治中国的许多新观点和新举措。这是建设法治中国的行动纲领。全会提出"面对新形势新任务,我们党要更好统筹国内国际两个大局,更好维护和运用我国发展的重要战略机遇
