以法治思维和法治方式破解参政党民主监督难题研究

【摘要】：在我国监督体系中,参政党民主监督具有重要地位和作用。国内外关于参政党地位和作用的一些不正确看法,与参政党民主监督功能不彰有关。参政党民主监督的功能定位影响着参政党的政党性质、整体结构和实践绩效。参政党民主监督存在着动力困局、能力困局、机制困局。全面依法治国为破解参政党民主监督难题提供了新的契机、场域和框架。要以法治思维和法治方式构建参政党民主监督的科学运行机制。要完善参政党民主监督的宏观、中观和微观制度体系。要着力构建参政党民主监督的权利保障机制、信息沟通机制和力量整合机制。
[Abstract]:In the supervision system of China, the democratic supervision of the political party has an important position and role. Some inaccurate views on the status and role of the political party at home and abroad are not related to the democratic supervision function of the political party. The functional orientation of the democratic supervision of the political party affects the party's political party's nature, the overall structure and the practical performance. In order to solve the problem of democratic supervision of the political party, a new opportunity to solve the democratic supervision problem of the political party is provided by the rule of law. The scientific operation mechanism of the democratic supervision of the political party should be constructed by rule of law thinking and the rule of law. Efforts should be made to establish the right protection mechanism, information communication mechanism and strength integration mechanism for participating parties in democratic supervision.
