日本土地改良立法及对中国的启示

【摘要】：中国农田基本建设公众参与积极性不高、资金投入不足的现状阻滞了农田基本建设规模的持续性扩张与预期绩效提升。相对完备的农田基本建设立法是构建农田基本建设有效运行机制的必要强制规范保障。日本土地改良立法在凸显公众参与和多样化融资渠道上的有益经验,可为中国农田基本建设立法予以借鉴。中国农田基本建设立法应指引确立农田基本建设公众参与机制并完善农田基本建设资金运营机制。
[Abstract]:The public participation enthusiasm of farmland infrastructure construction in China is not high, and the current situation of insufficient capital investment hinders the sustained expansion of farmland infrastructure construction scale and the improvement of expected performance. Relatively complete legislation of farmland capital construction is the necessary compulsory standard guarantee to construct the effective operation mechanism of farmland capital construction. The legislation of land improvement in Japan can be used for reference in the legislation of farmland capital construction in China, which highlights the beneficial experience of public participation and diversified financing channels. The legislation of farmland infrastructure construction in China should guide the establishment of public participation mechanism of farmland infrastructure construction and improve the operation mechanism of farmland capital construction fund.
