我国现阶段农民发展中的经济权益保障研究

【摘要】：我国是一个农业大国,农民人口占我国人口的绝大多数。然而,我国农民长期处在社会的底层,是我国的一个弱势群体,农民问题是否很好地解决关系到国家是否能长治久安。一直以来,党和政府都高度重视农民问题,从2004年到2017年,连续十四年发布中央一号文件,着重解决“三农”问题,目前,全面深化农村集体产权制度改革也已在全国范围内展开试点,将赋予农民更多的财产权益。农民问题的核心在于农民的发展问题,而要促进农民的发展,关键在于平等地赋予农民发展的各项权益。经济基础决定上层建筑,保障农民的经济权益是农民实现其他权益的基础,是促进农民发展、解决农民问题的关键。本文立足于我国城镇化、工业化不断加速的国情背景下,分析我国农民发展中的经济权益保障问题,以期能找到保障农民经济权益的对策,从而促进农民的发展。本文共分为五个部分。第一部分是导言,主要概述了农民发展的内涵、农民经济权益保障的主要内容及其对农民发展的重要意义。第二部分探讨了农民发展中经济权益保障的理论基础及其指导意义,阐述了马克思主义人的发展理论、经济利益理论以及农民理论的具体内容及其在中国的丰富和发展。第三部分主要对我国农民发展中经济权益保障问题的现状进行了分析,指出了改革开放后我国农民的经济权益保障正得到不断完善,但农民仍主要面临着市场主体地位缺失、财产权益缺失、劳动权益受损等问题。第四部分分析了农民经济权益保障问题的原因,制度设计缺陷是农民经济权益保障缺失的根源,农民组织化程度低及其自身素质低下是另外两个主要原因。第五部分结合我国具体国情,从制度、组织和农民自身三方面探讨了我国农民经济权益保障问题的具体对策,只有破除城乡二元体制、健全农民经济权益保障的法律制度、加强对农民的政策保护、提高农民的组织化程度和农民自身的素质才能使我国农民经济权益保障问题得到较好地解决。
[Abstract]:Our country is a big agricultural country, the peasant population accounts for the overwhelming majority of our population. However, farmers in our country have been at the bottom of the society for a long time, and they are a weak group in our country. All along, the Party and the government have attached great importance to the issue of peasants. From 2004 to 2017, the Central Committee issued the first document of the Central Committee for 14 consecutive years, focusing on solving the "three rural" problems. At present, Comprehensively deepening the reform of the rural collective property right system has also launched a nationwide pilot project, which will endow farmers with more property rights and interests. The core of the peasant problem lies in the development of the farmer, and to promote the development of the farmer, the key lies in giving equal rights and interests to the development of the farmer. The economic base determines the superstructure, and the protection of peasants' economic rights and interests is the basis for farmers to realize other rights and interests, is the key to promote the development of farmers and solve the problems of farmers. Based on the background of urbanization and accelerating industrialization in China, this paper analyzes the protection of economic rights and interests in the development of farmers in China, in order to find the countermeasures to protect the economic rights and interests of farmers and thus to promote the development of farmers. This paper is divided into five parts. The first part is the introduction, which mainly summarizes the connotation of farmers' development, the main contents of farmers' economic rights and interests and its significance to the development of farmers. The second part discusses the theoretical basis and guiding significance of the economic rights and interests guarantee in the development of farmers, and expounds the Marxist theory of human development, the theory of economic interests and the concrete content of the theory of farmers, as well as its enrichment and development in China. The third part mainly analyzes the present situation of the economic rights and interests protection in the development of our country's peasants, and points out that after the reform and opening up, the protection of the peasants' economic rights and interests is being continuously perfected, but the peasants are still facing the lack of the market main body status. Property rights and interests are missing, labor rights and interests are damaged and so on. The fourth part analyzes the reasons of the peasant's economic rights and interests protection. The defect of the system design is the root of the farmer's economic rights and interests guarantee, and the other two main reasons are the low degree of organization and the low quality of the farmer's economic rights and interests. The fifth part combines our country's specific situation, from the system, the organization and the farmer oneself three aspects discussed our country farmer's economic rights and interests safeguard question concrete countermeasure, only breaks down the urban-rural dual system, consummates the farmer economic rights and interests safeguard legal system. Only by strengthening the policy protection of farmers, improving the organization degree of farmers and the quality of farmers themselves, can we solve the problem of protecting peasants' economic rights and interests in our country.
