论公安机关在处置群体性事件中存在的问题及对策

【摘要】： 处于转型期社会的我国有着不同于一般社会的特殊情况,当前正在面临着群体性事件的压力。正确处理好这些群体性事件,并发挥公安机关在其中的重要作用非常关键。群体性事件严重影响公共秩序和社会稳定,公安机关作为维护社会稳定的重要力量,在发生群体性事件时必须通过对事件发生原因的分析,对处置原则的理解和对处置对策战术的运用,妥善处置群体性事件。当前,公安机关在处置群体性事件时面临诸多执法难点,公安机关在处理这些事件中还有许多问题有待解决。因此,有必要制定处置群体性事件的法律或行政法规,把处置群体性事件的工作纳入法制化的轨道,以实现法律效果和社会效果的统一。本文通过对群体性事件的分析,对公安机关在处理群体性事件中的角色进行正确而恰当的定位,发现公安机关在处理群体性事件中存在的问题,并对这些问题进行分析,找到完善的措施,以使公安机关在以后的工作中能更好的发挥其为人民服务的职能。
[Abstract]:In the transitional society, China is facing the pressure of mass events because of its special situation different from the general society. It is very important to correctly handle these group incidents and give play to the important role of public security organs. Mass incidents seriously affect public order and social stability. As an important force to maintain social stability, public security organs must analyze the causes of mass incidents when they occur. To understand the principle of disposal and the use of countermeasures and tactics, properly deal with group incidents. At present, public security organs are faced with many difficulties in enforcing the law when dealing with mass incidents, and there are still many problems to be solved in dealing with these incidents. Therefore, it is necessary to make laws or administrative regulations to deal with group incidents, and bring the work of dealing with group incidents into the track of legalization, so as to realize the unification of legal and social effects. Based on the analysis of group events, this paper makes a correct and proper positioning of the role of public security organs in dealing with group incidents, finds out the problems existing in dealing with group incidents, and analyzes these problems. To find perfect measures so that the public security organs in the future work can better play its function of serving the people.
