乡镇政府社会治安综合治理机制研究

【摘要】：社会治安综合治理对于保持转型社会的稳定发挥了重要作用。乡镇政府作为中国政府权力结构的最基层,是综治工作的最前沿和最重要的具体实践者。综治工作作为乡镇工作的重中之重,直接关系到农村经济社会稳定发展、广大人民群众的生命财产安全,也关系到所在乡镇综合实力考量等。本文从乡镇政府的角度分析社会治安综合治理机制的建构。首先,理清了乡镇社会综合治理的基本概念、内容、范围、主要特征、发展阶段、运行机制以及取得的成就。其次,综合分析了乡镇社会治安综合治理的滞后因素。主要包括有社会发展形势发生重大变化、缺乏系列政策制度配套、政府职能转变不到位、农村群众法制意识欠缺、村级组织作用发挥不力。再次,以香港、新加坡为例,借鉴了其他国家和地区社会治理工作的先进经验。最后,重点分析了完善乡镇社会治安综合治理机制的具体措施。主要有主动解放思想,创新理论思维;积极开展活动,营造良好氛围;强化队伍建设,夯实工作基础;搭建运行平台,凝聚工作合力;加强制度建设,确保机制长效;夯实基层基础,强化组织保障。
[Abstract]:Comprehensive management of social security has played an important role in maintaining the stability of the transitional society. As the most basic level of the power structure of Chinese government, the township government is the most advanced and the most important concrete practitioner in the comprehensive management work. As the most important task of township work, the comprehensive management work is directly related to the stable development of rural economy and society, the safety of the lives and property of the broad masses of the people, and the consideration of the comprehensive strength of the villages and towns in which they live. This paper analyzes the construction of comprehensive management mechanism of social security from the angle of township government. First of all, it clarifies the basic concept, content, scope, main characteristics, development stage, operation mechanism and achievements of comprehensive management of township society. Second, the comprehensive analysis of the township social security comprehensive governance lag factors. There are major changes in the social development situation, lack of a series of policies and systems, inadequate transformation of government functions, lack of awareness of the legal system of the rural masses, and ineffective role of village organizations. Thirdly, taking Hong Kong and Singapore as an example, we draw lessons from the advanced experience of other countries and regions in social governance. Finally, the paper analyzes the concrete measures to improve the comprehensive management mechanism of township social security. There are mainly active emancipation of the mind, innovation of theoretical thinking; active activities to create a good atmosphere; strengthen the construction of the team, consolidate the working foundation; build a platform to consolidate the work together; strengthen the system construction to ensure the long-term effectiveness of the mechanism; Consolidate the foundation of the grassroots and strengthen organizational support.
