近代北京城市土地管理制度演变——对土地产权及使用管理制度的分析

【摘要】：近代北京在城市化的背景下,土地交易日益频繁,土地产权管理制度出现了一些变革:土地产权凭证逐渐标准化、土地测量的基础上注重土地登记、政府对土地交易的管理也从直接干预到更加注重规范交易中介行为。同时,随着土地用途的转变和城市规划的展开,土地使用管理制度逐渐确立并以法规条例的形式颁布实施。
[Abstract]:Under the background of urbanization in modern Beijing, land transactions are becoming more and more frequent, and some changes have taken place in the land property right management system: the land property right certificate is gradually standardized, and the land registration is emphasized on the basis of land measurement.Government management of land transactions from direct intervention to more attention to regulate transaction intermediary behavior.At the same time, with the change of land use and the development of urban planning, land use management system is gradually established and promulgated and implemented in the form of laws and regulations.
