“滦州兵谏”与“十九信条”出台

【摘要】：清朝灭亡前夕,其《宪法内重大信条十九条》(简称"十九信条")的出台,与"滦州兵谏"中由张绍曾主持和领衔向清廷发出的"立宪政纲十二条"(简称"十二条")直接关联,可视为清廷就此作出的回应。"十九信条"的内容,除极个别事项外,与"十二条"不但无原则抵牾,而且更为全面和规范,真正具有了宪法性质,这离不开"滦州兵谏"的促迫。而这次"兵谏"本身,亦是特别复杂局势下的产物,就其要求清廷确实着手立宪的既定目标而言是基本达到,故通常所说其"失败"并不完全合理。尽管它较比"起义"的目标层次为低,但就震动、打击乃至推翻清王朝的客观功效而言,可谓与起义相辅相成,都是其"合力"的构成。
[Abstract]:On the eve of the death of the Qing Dynasty, the nineteen articles of the Constitution in the Constitution ("the nineteen creed") were directly related to the "twelve articles of constitutional politics" ("twelve") issued by Zhang Shaoceng and led to the Qing government in the "Luan State Army admonish", which could be regarded as the response of the Qing court. The content of the "Nineteen creed", except for a very few items, and "twelve" "Article" not only has no principle of contradiction, but also more comprehensive and standardized, it really has the nature of the constitution, which is inseparable from the force of the "luanzhou army admonished". And this "army admonished" itself is also the product of a particularly complex situation. It is basically achieved by its request that the Qing government really embarked on the established goal of constitutionalism, so it is usually said that its "failure" is not completely reasonable. Although it is lower than the goal level of the "uprising", it can be said to be complementary to the uprising in terms of vibration, shock and even overthrowing the objective effect of the Qing Dynasty, all of which are the composition of its "joint force".
