[Abstract]:Legal scholars need to be aware of problems and should pay attention to practical problems. But how to find the problem in reality and put forward the solution in the process of analyzing the problem, this need to carry on the empirical investigation. With the basic establishment of the socialist legal system with Chinese characteristics, the report of the 18th National Congress of the Communist Party of China further pointed out that "more attention should be paid to the important role of the rule of law in state governance and social management."
