法律环境、企业研发效率与经济增长

【摘要】：本文将企业研发活动对经济增长的影响划分为两个阶段：企业的研发阶段和研发成果的价值实现阶段，并从法律环境的角度出发，以交易成本理论为分析工具，系统并深入地分析了法律环境在企业研发活动促进经济增长中的作用，即法律环境对企业自身研发效率的影响和法律环境对研发成果所引致经济增长的影响。 随后，本文使用1998-2009年中国30个省份大中型工业企业和地区法制环境指数相关数据，实证检验了法律环境对企业研发阶段的研发效率以及对研发成果商业化价值实现阶段中研发成果促进经济增长的影响。研究发现：首先，在较良好的法律环境下，研发人员的投入产出效率相应较高，即同样的研发人员投入有更多的研发成果；而在良好的法律环境下，虽然研发资本投入转化为产出的效率也有所提高，但并不显著。其次，在不同的法律环境下，，相同的研发成果对经济增长的作用也有所不同，在较好的法律环境下，既有企业研发成果对经济增长的作用效果将更加显著。本文认为，可能的原因在于健全的法制环境将能够保护私人产权，维护企业的契约实施，提高研发人员的努力程度，并对企业研发成果的投入使用和市场化运作提供制度保证。 结合以上结论及我国各地区发展现状，本文认为：首先，我国应切实改善企业进行创新研发的制度环境，积极完善各项法律法规的制定和实施，尤其加大执法力度，切实做到“执法必严，违法必究”；其次，我国各省份应不断加强研发人员投入，使其与研发资本投入相配合，并努力缩小各省份之间在研发投入方面的差距。这对我国技术水平的提升、经济均衡健康发展有着重要的意义。
[Abstract]:In this paper, the impact of enterprise R & D activities on economic growth is divided into two stages: the R & D stage of the enterprise and the value realization stage of the R & D outcome, and from the perspective of legal environment, the transaction cost theory is used as an analysis tool. This paper systematically and deeply analyzes the role of legal environment in promoting economic growth in enterprise R & D activities, that is, the impact of legal environment on enterprise R & D efficiency and the impact of legal environment on economic growth caused by R & D results. Then, this paper uses the relevant data of large and medium-sized industrial enterprises and regional legal environment index in 30 provinces of China from 1998 to 2009. The impact of the legal environment on the R & D efficiency in the R & D stage and on the economic growth in the realization of the commercial value of R & D results is tested empirically. First of all, in a better legal environment, R & D personnel's input-output efficiency is relatively high, that is, the same R & D personnel input has more R & D results; In a good legal environment, although R & D capital input into output efficiency has been improved, but not significant. Secondly, under different legal environment, the effect of the same R & D results on economic growth is also different. In a better legal environment, the effect of R & D achievements of existing enterprises on economic growth will be more significant. This paper believes that the possible reason is that a sound legal environment will protect private property rights, maintain the implementation of the contract of enterprises, improve the efforts of R & D personnel, and provide institutional guarantees for the input and use of R & D achievements and market operation of enterprises. Combined with the above conclusions and the current situation of development in various regions of China, this paper holds that: first of all, our country should improve the institutional environment for enterprises to carry out innovative research and development, actively improve the formulation and implementation of various laws and regulations, especially strengthen the enforcement of the law. To effectively "enforce the law strictly, the law must be prosecuted"; Secondly, every province of our country should strengthen R & D personnel input to make it cooperate with R & D capital investment, and try to narrow the gap of R & D investment among provinces. This is of great significance to the improvement of our technological level and the balanced and healthy development of our economy.
