【摘要】：正专家认为,此举有助于提升环境司法的专业化、技术化第十二届全国人民代表大会常务委员会第九次会议通过最高人民法院的任免决定,任命郑学林为最高人民法院环境资源审判庭庭长,任命林文学、杨永清为副庭长,任命王旭光为副庭长、审判员.据悉,最高人民法院环境资源审判庭已于2014年6月中旬内部挂牌成立.最高人民法院副院长奚晓明此前曾表示,成立专门的环境资源审判机构,实行环境司法专门化,是环境资源审判领域一项新的任务.要大力推进环境资源审判机构专门化建设.本着确有需要、因地制宜、分步推进的原则,建立环境资源专门审判机构,不能一窝蜂,一齐上.设立专业化审判机构需要考虑案件的数量,且要有一定的前瞻性.要积极探索环境资源刑事、民事和行政案件归口审理模式.
