检察机关参与社会管理创新的探索与实践

【摘要】：当前我国正处于经济社会发展重要战略机遇期,同时也是社会矛盾凸显期,一方面经济保持平稳较快发展,另一方面经济社会发展不平衡、社会分配不均衡导致各种利益冲突明显加剧,利益诉求和矛盾争议的日益多元化,社会矛盾大量涌现,我国的社会管理尚不完全适应转型期社会发展的需要。推进社会管理创新,是中央科学分析判断国际国内形势,准确把握我国当前的社会深刻变化,为了解决影响社会和谐稳定的源头性、根本性和基础性问题,掌握主动权,继续推进改革开放和社会主义现代化建设事业大局,从战略的高度作出的重要部署。参与和推动社会管理创新,是深入贯彻落实科学发展观、建设社会主义和谐社会的一项重要任务,也是不断适应社会结构和利益格局变革,改进社会管理的必然要求。无论是从承担的职责任务看,还是从加强自身建设的迫切需要来看,检察机关在深入推进社会管理创新工作中,既肩负重任,又大有可为。参与社会管理创新工作,既是检察机关履行职责的重要内容,也是检察机关完善法律监督机制、加强对其他执法司法部门监督的延伸和发展,更是检察机关在互联网时代提高自身处理敏感案件、突发事件和公共关系能力的必然要求。检察机关参与社会管理创新,要在明确自身职能定位的基础上,坚持正确的思想理念,坚持执法办案的主要途径,坚持自身的管理创新,参与社区矫正试点推广工作,参与青少年教育保护工作,参与社会治安重点地区的综合治理,参与网络虚拟社会的管理,积极搭建检察机关参与社会管理服务的新平台。本文重点从理论和现实层面对检察机关参与社会管理创新加以解读,并就相关问题进行了初步探讨。
[Abstract]:At present, our country is in the period of important strategic opportunities for economic and social development. At the same time, it is also a period of prominent social contradictions. On the one hand, the economy is developing steadily and rapidly, and on the other hand, the economic and social development is not balanced. The imbalance of social distribution leads to the obvious intensification of various conflicts of interest, the increasing diversity of interest demands and contradictions, the emergence of a large number of social contradictions, and the fact that the social management of our country is not fully adapted to the needs of social development in the transition period. To promote social management innovation is for the central authorities to scientifically analyze and judge the international and domestic situation, accurately grasp the profound changes in China's current society, and in order to solve the source, fundamental and fundamental problems affecting social harmony and stability, and master the initiative. We will continue to push forward the overall situation of reform, opening up and socialist modernization, and make important arrangements from a strategic perspective. To participate in and promote the innovation of social management is not only an important task to implement the scientific development view and build a harmonious socialist society, but also an inevitable requirement to adapt to the changes of social structure and interest pattern and to improve social management. Whether from the perspective of the responsibilities or from the urgent need to strengthen its own construction, the procuratorial organs not only shoulder the heavy responsibility but also have great promise in promoting the social management innovation work in depth. Participating in the work of social management innovation is not only an important content for procuratorial organs to perform their duties, but also an extension and development for procuratorial organs to improve the legal supervision mechanism and strengthen supervision over other law enforcement judicial departments. It is also necessary for procuratorial organs to improve their ability to deal with sensitive cases, emergencies and public relations in the Internet era. To participate in the innovation of social management, procuratorial organs should, on the basis of defining their own functional orientation, adhere to the correct ideology, adhere to the main ways of handling law enforcement cases, persist in their own management innovations, and participate in the pilot and promotion of community correction. To participate in the youth education and protection, to participate in the comprehensive management of key areas of public security, to participate in the management of the virtual society on the network, and to build a new platform for procuratorial organs to participate in social management and service. This paper focuses on the theoretical and practical aspects of procuratorial organs to participate in social management innovation to be interpreted, and a preliminary discussion on the relevant issues.
