我国电子检务架构设计与实现路径研究

【摘要】：随着科技进步，以服务为导向的政府工作新模式逐渐引起世界关注以及学术届的重视。西方各国电子政务建设已经走过了近二十年的历程，中国政府逐渐认识到信息化手段在转变政府职能、提高政府效能中的重要作用，逐步把电子政务建设上升到政府改革的战略高度来谋划和推进。怎样利用信息手段，发展电子检务，提升检察机关服务社会的质量和公信力，，提升检察机关美誉度，是当前每一名负责任的检察人应该思考的课题。 电子检务不仅提出了工作方法的挑战，更给检察机关带来了工作思维方式的挑战。 本文在第1章首先介绍了选题背景，说明了对电子检务展开研究的理论意义和实践意义，分析了国内外研究现状，阐述了论文的研究方法。 第2章论述了电子检务的内涵以及意义，指出电子检务是国家电子政务的有机组成部分，必须与国家电子政务战略同步发展，以适应人民群众对检察机关法律监督能力和水平的期待。论文对比了国内外电子政务的发展情况，梳理了检察机关十多年来信息化建设工作进程以及取得的成就，重点分析了当前电子检务建设中存在的问题和困难。 第3章论述了设计电子检务框架的理论依据，以检察机关服务大局、回应社会公正执法法律监督要求、积极参与社会管理创新、不断提升办公办案效能为目标，分别对业务管理模块、队伍管理模块、政务管理模块、门户网站建设提出设计框架和结构。政法微博、门户网站等内容的设计又突出了检察机关自觉接受社会监督、提升服务人民群众效能、回应人民群众期待、注重公共关系的价值取向。 第4章结合电子政务学科知识以及论文作者在工作实践中发现的问题，对实现电子检务的方法、路径进行了阐述，提出电子检务建设，需要从人才体系建设、组织体系建设、机制体系建设、保障体系建设四个方面安排工作，以减少或降低电子检务工程风险。
[Abstract]:With the progress of science and technology, the new service-oriented government work model has attracted the attention of the world and academic circles. The construction of electronic government affairs in western countries has gone through the course of nearly 20 years. The Chinese government has gradually realized the important role of information technology in transforming government functions and improving government efficiency. Gradually raise the construction of e-government to the strategic level of government reform to plan and promote. How to use information means to develop electronic procuratorial affairs, improve the quality and credibility of procuratorial organs to serve the society, and enhance the reputation of procuratorial organs, is the subject that every responsible procurator should consider at present. Electronic procuratorial work not only raises the challenge of working method, but also brings the challenge of working mode of thinking to procuratorial organ. In the first chapter, this paper introduces the background of the topic, explains the theoretical and practical significance of the research on electronic inspection, analyzes the current research situation at home and abroad, and expounds the research methods of the paper. Chapter 2 discusses the connotation and significance of electronic procuratorial affairs, and points out that electronic procuratorial affairs is an organic part of national e-government, and must develop synchronously with national e-government strategy. In order to adapt to the people's procuratorial organs to the ability and level of legal supervision. This paper compares the development of electronic government affairs at home and abroad, combs the process and achievements of procuratorial organs' informatization construction in the past ten years, and emphatically analyzes the problems and difficulties existing in the construction of electronic procuratorial affairs at present. Chapter 3 discusses the theoretical basis for designing the framework of electronic procuratorial affairs, aiming at serving the overall situation of procuratorial organs, responding to the demands of law enforcement supervision of social justice, actively participating in the innovation of social management, and continuously improving the efficiency of office case handling. The design framework and structure of business management module, team management module, government administration module and portal construction are put forward respectively. The design of political and legal Weibo and portal also highlights the value orientation of procuratorial organs in accepting social supervision consciously, improving the efficiency of serving the masses, responding to the expectations of the masses and paying attention to the value orientation of public relations. In chapter 4, combining the knowledge of E-government and the problems found by the author in the work practice, the paper expounds the methods and paths of realizing electronic procuratorial affairs, and points out that the construction of electronic procuratorial affairs should be based on the construction of talent system and organization system. In order to reduce or reduce the risk of electronic inspection engineering, four aspects of mechanism system construction and security system construction are arranged.
