TZ监狱企业职工激励体系研究

【摘要】:我国监狱企业无论是在企业战略目标、从业人员结构,还是在生产运作流程、绩效管理制度等方面都有着与普通国有企业相异的特殊性,这也决定了监狱企业职工激励体系建设有着不同于一般企业的特殊要求。 笔者以TZ监狱企业为例,分析了监狱企业激励体系的不足之处。一是TZ监狱企业薪酬体系设计不合理,分配制度复杂,同等岗位不同等待遇,监狱企业职工在一定程度上存在吃大锅饭现象。二是TZ监狱企业绩效考核还比较粗放,生产成本考核流于形式,优秀员工难以在待遇上得到实惠。三是TZ监狱企业职工福利制度缺乏激励效果。四是TZ监狱企业文化建设与时代的发展存在脱节现象,企业文化与企业自身成长和发展阶段不相适应。 笔者通过调查分析,认为产生这些问题的原因主要是职业发展方向的不确定性不利于激励体系的构建,员工结构的特殊性导致了薪酬设计的平均主义,经营目标的非营利性导致了绩效考核流于形式,管理理念滞后导致了职工福利计划的不合理,监狱企业工作环境的封闭性导致了文化建设的滞后。 笔者认为,TZ监狱激励体系设计要明确目标,帮助监狱企业职工规划职业生涯发展方向,激发企业职工参与企业管理的积极性,实现监狱企业社会效益和经济效益的有机结合,推进新时期监狱企业职工队伍建设。在此基础上,提出了TZ监狱企业激励体系建设中薪酬制度设计、绩效考核制度设计、职工福利制度设计、企业文化建设等方面的建议。 TZ监狱企业职工激励体系研究有利于调动监狱企业职工队伍的积极性,从而积极推进我国监狱体制改革工作,更好地实现监狱企业服务于教育改造罪犯和国有资产保值增值的“双重”职能。
[Abstract]:The prison enterprises in our country are different from the ordinary state-owned enterprises in terms of the strategic objectives of the enterprises, the structure of the employees, the production and operation process, the performance management system, and so on. This also determines the prison enterprise staff incentive system construction has the special request which is different from the general enterprise. Taking the TZ prison enterprise as an example, the author analyzes the inadequacies of the incentive system of the prison enterprise. First, the TZ prison enterprise salary system design is unreasonable, the distribution system is complex, the same post is not equal treatment, the prison enterprise staff has to some extent eat the big pot rice phenomenon. Second, the TZ prison enterprise performance appraisal is still relatively extensive, the production cost appraisal is a formality, the outstanding staff is difficult to obtain the benefit in the treatment. Third, the TZ prison enterprise employee welfare system lacks the incentive effect. Fourth, the TZ prison enterprise culture construction and the time development existence disjointed phenomenon, the enterprise culture and the enterprise own growth and the development stage does not adapt. Through investigation and analysis, the author thinks that the main reason for these problems is that the uncertainty of career development direction is not conducive to the construction of incentive system, and the particularity of employee structure leads to egalitarianism of salary design. The non-profit management goal leads to the formality of performance appraisal, the lag of management concept leads to unreasonable employee welfare plan, and the closeness of working environment of prison enterprise leads to the lag of cultural construction. The author thinks that the design of TZ prison incentive system should make clear the goal, help the prison staff to plan the career development direction, stimulate the enthusiasm of the enterprise staff and workers to participate in the enterprise management, and realize the organic combination of the social benefit and economic benefit of the prison enterprise. To promote the construction of staff and workers of prison enterprises in the new period. On this basis, the paper puts forward some suggestions on the design of salary system, performance appraisal system, employee welfare system and enterprise culture construction in the construction of TZ prison enterprise incentive system. The research on the staff incentive system of TZ prison enterprise is helpful to arouse the enthusiasm of the staff and workers of the prison enterprise, so as to actively promote the reform of the prison system in our country. To better realize the "double" function of prison enterprises serving to educate and reform criminals and maintain and increase the value of state assets.
