检察机关应对涉法涉诉信访案件策略

【摘要】：近年来,涉法涉诉信访案件居高不下,来访人员及集体上访人员以社会底层群众居多,重复访、缠访、闹访情况时有发生。究其原因,主要是公民法律意识、维权意识普遍增强,上访人员对法律了解不够,司法机关办案能力仍需提高,处访机制存在缺陷等。检察机关应从源头上预防和减少涉法涉诉信访,强化组织领导,构建涉法涉诉信访工作社会格局,强化源头治理涉法涉诉信访案件,健全完善涉法涉诉信访案件处理机制。
[Abstract]:In recent years, there has been a high number of cases involving legal complaints and petitioners. The majority of visitors and collective petitioners are people at the bottom of the society, and repeated visits, repeated visits and frequent visits occur from time to time. The main reasons are the citizen's legal consciousness, the strengthening of the consciousness of safeguarding the rights, the insufficient understanding of the law by the petitioners, the improvement of the judicial organ's ability to handle the case, and the defects of the visiting mechanism and so on. The procuratorial organs should prevent and reduce the legal-related complaint and petition from the source, strengthen the organization and leadership, construct the social pattern of the legal-related complaint-petition work, strengthen the management of the legal-related complaint-petition case at the source, and perfect the handling mechanism of the legal-related complaint-petition case.
