我国省级检察机关网站评价问题研究

【摘要】：党的十六大提出将实现工业化、大力推进信息化、加快建设现代化作为本世纪头二十年我国经济建设和改革的主要任务。因此,党中央、国务院决定将电子政务的建设作为今后我国信息化工作的重点,检察专网是我国六大国家系统专网之一,并已经纳入我国电子政务建设的总体规划体系中。随着信息技术的发展,检察机关信息化建设已经成为检察机关工作的任务之一。检察机关对检察网站建设的重视程度有一定程度的提高,检察机关网站在一定程度上代表了检察机关的信息化和公共服务能力,因此,对检察机关网站进行评价,分析影响网站质量水平的相关因素,才能详细了解我国检察机关网站的发展,对其存在的问题有清楚的认识。本研究从检察信息化建设背景出发,运用NoteExpress统计软件对近些年来检察信息化和政府网站评价方面的研究作了较为详细的研究,形成文献综述。然后结合检察机关的职能和电子政府服务模式,建立一套行之有效的指标,共4大部分25个子项目27个小项。本文选取31个省级检察机关网站作为调查对象,得到一系列数据结果。希望能够为我国检察机关网站的发展提供有益的探索。检察机关网站评价问题研究是一项长期的研究,需要专家和检察官们的不断探索,这样,我国检察机关网站才能为公众提供优质的服务。全文共分为八章：第一章、绪论,阐述了检察机关网站信息化建设的研究背景和意义、论文的内容结构、研究思路和研究方法,归纳了论文的主要创新点；第二章、文献综述,对检察信息化进行了文献计量分析,介绍了检察机关、检察信息化、政府网站和政府网站评价的相关概念,以及国内外政府网站评价实践的现状；第三章、检察机关网站评价的相关理论和方法；第四章、从网站评价体系的指导原则、考虑因素出发,确立了检察机关网站的评价指标；第五章、阐述了检察机关网站评价实施前的准备工作；第六章、检察机关网站评价实证研究——采集了国内省级检察机关网站的相关数据和信息,分析我国省级检察机关网站的建设情况；第七章、提出我国省级检察机关网站建设的对策和建议；第八章、结论和展望。
[Abstract]:The 16th National Congress of the Communist Party of China (CPC) put forward industrialization, information technology and modernization as the main tasks of China's economic construction and reform in the first two decades of this century. Therefore, the CPC Central Committee and the State Council have decided to take the construction of e-government as the focus of information work in China in the future. The procuratorial network is one of the six major national system networks in China, and has been incorporated into the overall planning system of e-government construction in China. With the development of information technology, the information construction of procuratorial organs has become one of the tasks of procuratorial organs. The procuratorial organs attach great importance to the construction of procuratorial websites to a certain extent, and to a certain extent, procuratorial websites represent the informatization and public service capabilities of procuratorial organs. Therefore, the website of procuratorial organs is evaluated. In order to understand the development of procuratorial websites in China, we can understand the existing problems clearly by analyzing the relevant factors that affect the quality level of websites. Based on the background of procuratorial informatization construction, this paper makes a detailed study on prosecutorial informatization and evaluation of government websites by using NoteExpress statistical software in recent years, and forms a literature review. Then, combining the function of procuratorial organ and the mode of e-government service, a set of effective indicators is established, which consists of 4 most of 25 sub-items and 27 sub-items. This article selects 31 provincial procuratorial organs website as the investigation object, obtains a series of data results. Hope to be able to provide useful exploration for the development of procuratorial website of our country. The research on website evaluation of procuratorial organs is a long-term study, which requires the continuous exploration of experts and prosecutors, so that the website of procuratorial organs in China can provide high-quality services to the public. The full text is divided into eight chapters: the first chapter, introduction, expounds the research background and significance of the construction of procuratorial website informatization, the content structure, research ideas and research methods, and summarizes the main innovation points of the paper; The second chapter, literature review, carries on the literature metrology analysis to the procuratorial informatization, introduced the procuratorial organ, the procuratorial informatization, the government website and the government website appraisal related concept, as well as the domestic and foreign government website appraisal practice present situation; The third chapter, the related theories and methods of the website evaluation of procuratorial organs, the fourth chapter, starting from the guiding principle of website evaluation system and considering the factors, establishes the evaluation index of the website of procuratorial organs; The fifth chapter, elaborated the procuratorial organ website appraisal before the implementation preparation work; Chapter VI, empirical study on the website evaluation of procuratorial organs-collecting the relevant data and information of domestic provincial procuratorial websites, and analyzing the construction of the websites of the provincial procuratorial organs in China; The seventh chapter, put forward our country province procuratorial organ website construction countermeasure and the suggestion; chapter 8, the conclusion and the prospect.
