承德市市属企业国有资产收益情况的调查与思考

【摘要】：国有经济作为国民经济的主体,如何提高其经济、社会效益,使出资人——国家得到应有的回报,始终是社会各界关注的焦点,也是国有资产管理的难点。根据《公司法》第四条“公司股东作为出资者按投入公司的资本额享有所有者的资产受益、重大决策和选择管理者等权利”的规定,为承德市制定《国有资产收益收缴管理办法》掌握第一手资料,市财政局组织力量对市直国有及国有控股、参股企业的经营情况及国有资产收益情况进行了全面的调查摸底,共调查了420户企业,占总户数的85％,其中包括3户停产企业。这次调查中发现的问题如下:
[Abstract]:As the main body of the national economy, how to improve the economic and social benefits of the state-owned economy, and how to make the investor and the country get the due return, has always been the focus of attention from all walks of life. It is also a difficult point in the management of state-owned assets. According to Article 4th of the Company Law, "shareholders of a company, as investors, shall enjoy the rights of their owners to benefit from their assets, to make major decisions and to select managers, according to the amount of capital invested in the company." In order to establish the "measures for the Administration of the income Collection of State-owned assets" in Chengde City, the Municipal Bureau of Finance organized a comprehensive investigation and mapping of the operating situation and the income of state-owned assets of the directly state-owned and state-owned holding and shareholding enterprises in Chengde City. A total of 420 enterprises were surveyed, accounting for 85% of the total number of households, including 3 closed enterprises. The problems identified in this survey are as follows:
