【摘要】：供电企业的销售收入是电费,也即供电企业的电力营销工作最后经营成果体现是电费。根据现行的《电力供应与使用条例》规定"先用电后缴费",在当前电费回收面临极大风险的经济环境下,建立县级供电企业的电费风险内部控制体系和控制评价,尤其突现其重要。为促进此项工作的开展,需提升营销从业人员的法律素质和能力,构建县级供电企业的用电客户信誉评估体系和机制,正确行使不安抗辩权,强化电费回收风险内控管理,从而达到电费回收率控制在100%的终极目标,最大限度降低服务风险。如何立足于合同法,拟定出切实可行的电费风险控制措施,来强化过程管控质量,解决电费回收风险,已成为当前营销电费回收的重要途径。
[Abstract]:The sale income of power supply enterprise is electricity charge, that is to say, the final operating result of electric power marketing work of power supply enterprise is electricity charge. In the current economic environment where the recovery of electricity charges is facing great risks, it is especially important to establish the internal control system and control evaluation for the power supply enterprises at the county level, so as to promote the development of this work. It is necessary to improve the legal quality and ability of the marketing practitioners, construct the power customer credit evaluation system and mechanism of the county-level power supply enterprises, correctly exercise the right of restless defense, and strengthen the internal control management of the risk of electricity recovery. In order to achieve the ultimate goal of tariff recovery control in 100%, minimize the risk of service. Based on the contract law, draw up feasible measures to control the risk of electricity charges, to strengthen the quality of process control. Solving the risk of electricity recovery has become an important way of marketing electricity recovery.
