【摘要】：正为贯彻落实《海岛保护法》,加强海岛管理组织机构建设,2010年7月,国家海洋局根据国务院新三定方案赋予的海岛保护管理职责,正式设立了海岛管理办公室,在其内部设立海岛综合处、海岛保护处和海岛使用处等3个处级机构,同时明确了各处的职责任务。海岛管理办公室的主要职责是:拟订海岛开发、保护和管理政策与技术规范,编制并实施海岛保护规划;拟订海岛对外开放和保护名录;承担无居民海岛使用项目审核、使用权登记、证书发放和使用金征收工作;承担无居民海岛建筑物、设施登记和管理;负责海域和海岛地名管理;承担领海基点海岛保护工作;负责海岛使用论证评估;会同环保司开展与海岛相关的海洋生态保护
[Abstract]:In order to implement the Island Protection Law and strengthen the building of island management organizations, in July 2010, the State Oceanic Administration formally established the Island Management Office in accordance with the responsibility for island protection and management entrusted by the State Council's new three plans. The establishment of the integrated island office, the island protection office and the island use office within the organization, and the clarification of the responsibilities and tasks of the various offices. The main responsibilities of the island management office are to formulate island development, Protection and management policies and technical specifications, drawing up and implementing island protection plans; drawing up a list of islands open to the outside world and protection; undertaking the audit of non-resident island use projects, registration of use rights, issuance of certificates and collection of use funds; Undertake non-resident island buildings, facilities registration and management; be responsible for the management of sea areas and island names; undertake the work of island protection based on the territorial sea; be responsible for island use demonstration and assessment; and work with the Department of Environmental Protection to carry out marine ecological protection related to the islands
