草原生物多样性立法保护的法律问题探赜

【摘要】：改革开放以来,我国对草原的开发力度不断增加,草原生态多样性遭到巨大威胁,直接影响了草原生态系统的有效运行。为了保护草原生物多样性、维护草原生态系统健康运行,国家出台了许多关于草原生物多样性的法律法规,但是这些法律法规在立法目的、法律体系、制度建设等方面存在许多漏洞。因此,应从草原生物多样性立法漏洞出发,探索推进草原生物多样性立法建设途径,以更好地维护草原的生物多样性。
[Abstract]:Since the reform and opening up, the development of grassland in China has been increasing, and the ecological diversity of grassland has been greatly threatened, which has directly affected the effective operation of grassland ecosystem. To maintain the healthy operation of grassland ecosystem, the state has issued many laws and regulations on grassland biodiversity, but these laws and regulations have many loopholes in legislative purpose, legal system, system construction and so on. Based on the loopholes of grassland biodiversity legislation, we should explore the ways to promote the legislative construction of grassland biodiversity in order to better maintain the grassland biodiversity.
