【摘要】：本文采用分类、对比的方法对发达国家海洋油气生产设施弃置法律体系和管理程序进行总结分析,并基于我国在该领域的监管现状,对国内海洋油气生产设施弃置的法律体系、管理制度、审批程序、弃置费收取与使用,以及弃置后剩余责任界定等方面提出完善对策,为我国海洋油气生产设施弃置的环境保护工作提供参考。
[Abstract]:In this paper, the legal system and management procedure of offshore oil and gas production facilities in developed countries are summarized and analyzed by means of classification and comparison, and based on the present situation of supervision in this field in China, the legal system of disposal of offshore oil and gas production facilities in China is analyzed. The management system, examination and approval procedure, collection and use of disposal fees, and definition of residual liability after disposal are put forward to provide references for the environmental protection of marine oil and gas production facilities in China.
