论环境法的生态系统整体保护原则

【摘要】：环境法的生态系统整体保护原则,要求对环境要素进行综合管理与保护,并注重各环境要素分别管理之间的协调性。贯彻这一原则,要求建立综合性的环境行政管理体制,实行流域和跨行政区域的环境资源管理,制定综合性的环境保护法律以及在改革我国部门立法体制的前提下对现行环境资源法律法规进行整合。
[Abstract]:The principle of integrated ecosystem protection in environmental law requires the integrated management and protection of environmental elements, and pays attention to the coordination among the environmental elements respectively. To carry out this principle, it is necessary to establish a comprehensive environmental administrative management system. Environmental resources management in river basins and administrative regions should be carried out, comprehensive environmental protection laws should be formulated, and existing environmental resources laws and regulations should be integrated under the premise of reforming the legislative system of Chinese departments.
