基于低碳理念的农村能源消费法律制度创新思考

【摘要】：农村能源消费既是全社会推行低碳理念的"瓶颈",也是"桥梁"。尽管近年来有一系列农村能源政策措施出台,但始终没有直接针对规范农村能源消费的相应法律制度。通过法律制度规范农村能源消费的法律制度,事关农村能源与环境协调发展全局,是改善我国民生的重要工作。完善相应的法律制度(包括农村能源消费指导思想、基本原则和基本制度)是解决我国农村能源消费问题的关键所在。
[Abstract]:Rural energy consumption is both a bottleneck and a bridge for the whole society to carry out low-carbon concept. Although a series of rural energy policies and measures have been issued in recent years, there is no corresponding legal system for regulating rural energy consumption. The legal system of regulating rural energy consumption through legal system is related to the overall situation of coordinated development of rural energy and environment, and is an important work to improve the people's livelihood of our country. Perfecting the corresponding legal system (including the guiding ideology, basic principles and basic system of rural energy consumption) is the key to solve the problem of rural energy consumption in China.
