【摘要】：正水是生命之源、生产之要、生态之基。今年1月,国务院出台了《关于实行最严格水资源管理制度的意见》(以下简称《意见》),对实行最严格水资源管理制度作出了全面部署和具体安排,充分体现了中央对水资源管理的高度重视和坚定决心,标志着实行最严格水资源管理制度已经上升为国家战略,必将对我国水资源可持续利用和经济社会可持续发展起到巨大的推动作用,产生深远的历史影响。
