甘肃矿产资源开发生态补偿研究

【摘要】：通过对矿产资源开发生态补偿相关政策实施及实践的归纳分析,针对甘肃矿产资源开发的特点,在分析甘肃矿山环境恢复治理保证金实施情况的基础上,提出甘肃矿产资源开发生态补偿机制框架,对补偿主体、方式、类型、标准等进行阐述,最后从矿山生态补偿的法制保障、矿山环境恢复治理保证金制度、矿山生态恢复治理基金以及矿山环境保护与恢复监督管理体系等方面提出相关生态补偿的政策建议。
[Abstract]:Based on the analysis of the implementation and practice of ecological compensation for mineral resources development and the characteristics of mineral resources development in Gansu Province, this paper analyzes the implementation of the deposit of mining environment restoration and management in Gansu Province. This paper puts forward the framework of ecological compensation mechanism for mineral resources exploitation in Gansu, expounds the main body, mode, type and standard of compensation, and finally discusses the legal protection of mine ecological compensation and the guarantee system of mine environment restoration and management. The fund of mine ecological restoration and the supervision and management system of mine environmental protection and restoration put forward some policy suggestions on ecological compensation.
