大庆湿地资源保护开发的问题与法律对策

【摘要】：大庆市的湿地资源开发和利用由来已久,为努力打造大庆“绿色油化之都,天然百湖之城,中国温泉之乡”的城市名片形象做出了极大的贡献。大庆市湿地资源都位于城市区域内,对调节大庆城区气候、防汛抗洪、调节城市雨水流量、调节城市气候、美化环境,具有无可取代的地位。虽然大庆市的湿地资源让生活在城市中的大庆人达成了欣赏自然美景、居住在自然环境的愿望,而且,大庆湿地已经成为代表大庆市城市形象的一张重要名片,但大庆湿地在开发利用中各种矛盾频发,引发了许多问题,这些问题需要得到尽早的解决。随着城市人口的不断增加,人们开始对居住、消费的需求增多,湿地开发与保护的矛盾日渐突出,出现了湿地面积退化、污染加剧、生态功能退化、生物多样性遭到破坏等问题。 本文借鉴国内外诸多学者对湿地资源进行开发保护的理论研究及实践结果,从如何对大庆湿地资源进行更好的保护与开发入手,研究湿地生态开发的有利条件以及生态保护的制约条件,寻找大庆湿地资源开发面临的主要问题和湿地资源保护所需要面临的挑战,探求大庆湿地资源在推进大庆环境保护以及加速大庆经济发展中的有效途径,研究可行的大庆湿地资源开发保护的法律对策,为加强大庆湿地资源保护与开发提供理论与实践依据。
[Abstract]:The exploitation and utilization of wetland resources in Daqing city has a long history. It has made great contribution to the image of Daqing as "green oil capital, natural city of hundred lakes and hometown of Chinese hot springs". The wetland resources of Daqing city are all located in the urban area, which have irreplaceable status in regulating the climate of Daqing city, flood control and flood control, regulating the flow of Rain Water, regulating the urban climate and beautifying the environment. Although Daqing's wetland resources have made Daqing people living in the city achieve a desire to enjoy the natural beauty and live in the natural environment, moreover, Daqing Wetland has become an important business card representing the image of Daqing City. However, many kinds of contradictions occur frequently in the exploitation and utilization of Daqing wetland, which cause many problems, which need to be solved as soon as possible. With the continuous increase of urban population, people begin to live and consume more and more, the contradiction between wetland development and protection is becoming more and more prominent, the wetland area is degraded, the pollution is intensified, and the ecological function is degraded. The destruction of biodiversity, etc. Based on the theoretical research and practical results of wetland resources development and protection by many scholars at home and abroad, this paper starts with how to better protect and develop Daqing wetland resources. This paper studies the favorable conditions of wetland ecological development and the restriction conditions of ecological protection, and looks for the main problems faced by Daqing wetland resources development and the challenges that wetland resources protection needs to face. To explore the effective ways for Daqing wetland resources to promote Daqing environmental protection and accelerate Daqing economic development, and to study the feasible legal countermeasures for Daqing wetland resources development and protection. It provides theoretical and practical basis for strengthening the protection and development of Daqing wetland resources.
