生育产假制度发展的国外经验及其启示意义

【摘要】:生育产假制度是保护生育妇女的重要制度之一。基于生育产假制度国外创建的新生儿父亲陪护假和父母育儿假制度,极大地推动了男女两性在有偿工作中的机会平等和无偿家务劳动中的责任分担,显著提高了生育保护水平。目前我国为应对人口老龄化问题,采取的措施之一是在全国统一实施"全面两孩"政策,以鼓励生育。这在客观上要求建立新生儿父亲陪护假和父母育儿假等配套制度,促进对生育妇女的保护。研究国外相关制度安排,将为我国提供有益的启示。
[Abstract]:Maternity leave system is one of the important systems to protect women with birth. Based on the maternity leave system, the birth paternity leave and parental leave system have greatly promoted the equality of opportunity between men and women in paid work and the sharing of responsibilities in unpaid domestic work, and significantly improved the level of maternity protection. In order to deal with the problem of population aging, one of the measures taken in China is to carry out the "comprehensive two-child" policy in the whole country to encourage the birth of children. This requires the establishment of supporting systems, such as paternity leave and parental leave, to promote the protection of women bearing children. The study of relevant institutional arrangements in foreign countries will provide beneficial enlightenment for our country.
