【摘要】: 劳务派遣行业进入我国后,由不接受到质疑到现在被许多行业所采用,发展非常迅速。凭借其自身的特点和优势,很好的契合了用工单位对于人才的弹性需求,为我国的人力资源服务的变革提供了选择。“用兵不养兵”的概念越来越受到在我国境内的外资企业、合资企业及国有企事业单位和部分民营企业的认可和接受。同时,劳务派遣模式为劳动者提供就业和发展的机会,为劳务派遣机构提供生存和发展的土壤。另外,劳务派遣模式有效地缓解了就业压力,为社会稳定、促进社会和谐做出贡献。目前,劳务派遣模式在我国还处于发展阶段,在实际操作中还存在许多问题。在市场竞争日益激烈、法律日益健全尤其是《劳动合同法》颁布的情况下,如何实现劳务派遣公司、实际用人单位和派遣员工的“三赢”局面,这对劳务派遣行业提出了更高的要求。 本文首先对劳务派遣理论、特征、优势、基本结构和我过目前劳务派遣流程等进行了研究。第三章节对ZZDL公司进行了详细的介绍,为案例说明做铺垫。第四章即以ZZDL公司的人劳务派遣业务作为案例背景,全面分析了劳务派遣这种用工形式的特点,通过对ZZDL公司经营存在的风险的剖析,进一步说明劳务派遣用工形式优劣势。最后,根据ZZDL公司的劳务派遣业务的进一步提升以及其长远发展战略,并结合公司多年经营实践对国内劳务派遣行业的发展提出建议。
[Abstract]:After the labor dispatch industry entered our country, from not accepting to questioning to being adopted by many industries now, it has developed very rapidly. With its own characteristics and advantages, it is well suited to the flexible demand for talents of employment units. It provides a choice for the change of human resources service in our country. The concept of "using troops not to support soldiers" is increasingly accepted by foreign enterprises, joint ventures, state-owned enterprises and institutions and some private enterprises in our country. The labor dispatch mode provides employment and development opportunities for workers, and provides the soil for the survival and development of labor dispatch organizations. In addition, labor dispatch mode effectively alleviates employment pressure and contributes to social stability. At present, the mode of labor dispatch is still in the development stage in our country, and there are still many problems in the actual operation. The law is increasingly perfect, especially when the Labor contract Law is promulgated, how to realize the "three win" situation of labor dispatch company, actual employing unit and dispatch employee, which puts forward higher requirements for labor dispatch industry. In this paper, the theory of labor dispatch, characteristics, advantages, basic structure and the current labor dispatch process are studied. Chapter three introduces ZZDL Company in detail. Chapter 4th, taking the human labor dispatch business of ZZDL Company as the case background, comprehensively analyzes the characteristics of the employment form of labor dispatch, and analyzes the risks existing in the operation of ZZDL Company. Finally, according to the further promotion of ZZDL company's labor dispatch business and its long-term development strategy, combined with the company's business practice for many years to put forward suggestions for the development of domestic labor dispatch industry.
