就业促进法首先应是鼓励创业的法律——访中央党校周天勇教授

【摘要】：现在,《就业促进法(草案)》正在广泛征求社会意见,但是非正规就业却没有被提及。非正规就业对于我国严峻的就业形势的意义何在?中央党校政策研究室副主任周天勇教授认为,鼓励创业是就业问题的根本,非正规就业是创业的起点和基础。
[Abstract]:Now, the Employment Promotion Act (draft) is widely soliciting public opinion, but informal employment is not mentioned. What is the significance of informal employment to the grim employment situation in China? Professor Zhou Tianyong, deputy director of the Policy Research Office of the Central Party School, believes that encouraging entrepreneurship is the root of the employment problem, and informal employment is the starting point and foundation of entrepreneurship.
