农民工养老保险模式研究

【摘要】：为使农民工能实现“老有所养、老有所乐”的目标,尽快建立起全国统一、有效的农民工养老保险制度模式,成为解决“三农”问题、建设和谐社会的迫切要求。本文在对相关文献和理论研究的基础上,突出对养老保险的专项研究,而不是对社会保障的笼统研究。在模式探究上既与城镇社会养老保险和农村社会养老保险相衔接,又突出了农民工养老保险的特色。在建设有中国特色农民工养老保险模式方面,以扬州市农民工养老保险模式为例,本文试图有所突破,完善现有相关研究的不足之处,从而提出针对性较强的相关对策建议。文章首先对我国地方农民工养老保险模式进行了分析。将各地的农民工养老保险模式主要归为五大类,即仿城型养老保险模式、综合型养老保险模式、个人账户型养老保险模式、农保型养老保险模式和扩面型养老保险模式,并对各类模式在运行中表现出的优点与不足之处进行了分析。而后,在回顾了扬州市关于农民工养老保险模式的相关政策规定后,介绍了扬州市农民工养老保险模式的发展现状,提出扬州市农民工养老保险模式运作的难点问题及运行难的原因。继而探讨了我国农民工养老保险模式的优化设计,提出应该将农民工进行分类保障。虽然,一元化的制度安排可以作为我国农民工养老保险制度模式的长期发展目标,但在近期有必要将多元化的模式安排作为过渡,待条件成熟后再将不同模式并轨,最终向一元化的养老保险制度安排迈进。最后则对我国农民工养老保险模式的运行提出对策建议。认为应加快有关农民工养老保险制度立法,提高立法层级；模式设计要符合农民工的特点；提高基金统筹层次,实现多元化投资和基金的保值增值等。
[Abstract]:In order to enable migrant workers to achieve the goal of "having a sense of security for the elderly and having a good time for the elderly", it is an urgent requirement to establish a unified and effective pension insurance system for migrant workers as soon as possible to solve the problems of "agriculture, countryside and farmers" and build a harmonious society. On the basis of relevant literature and theoretical research, this paper highlights the special research on old-age insurance, rather than the general study of social security. In terms of mode exploration, it not only connects with urban social endowment insurance and rural social endowment insurance, but also highlights the characteristics of migrant workers' old-age insurance. In the construction of old-age insurance model for migrant workers with Chinese characteristics, taking Yangzhou migrant workers pension insurance model as an example, this paper attempts to break through and improve the shortcomings of the existing relevant research, so as to put forward relevant countermeasures and suggestions. First of all, the paper analyzes the pension insurance model of local migrant workers in China. The pension insurance models of migrant workers in various localities are mainly divided into five categories, namely, imitating urban old-age insurance model, comprehensive old-age insurance model, personal account old-age insurance model, agricultural insurance old-age insurance model and expanded old-age insurance model. The advantages and disadvantages of all kinds of modes in operation are analyzed. Then, after reviewing the relevant policies and regulations of Yangzhou City on the pension insurance model for migrant workers, this paper introduces the current situation of the development of the pension insurance model for migrant workers in Yangzhou City. This paper puts forward the difficult problems and the reasons for the operation of the old-age insurance mode for migrant workers in Yangzhou City. Then it discusses the optimal design of pension insurance model for migrant workers in China, and puts forward that migrant workers should be classified and guaranteed. Although the unified institutional arrangement can be regarded as the long-term development goal of the old-age insurance system model for migrant workers in our country, it is necessary to make the diversified model arrangement as the transition in the near future, and then merge the different models when the conditions are mature. Finally, to the unified old-age insurance system arrangements. Finally, the paper puts forward some countermeasures and suggestions on the operation of the pension insurance model for migrant workers in China. It is considered that the legislation of pension insurance system for migrant workers should be accelerated and the legislative level should be improved, the model design should be in line with the characteristics of migrant workers, the level of fund overall planning should be improved, and the diversified investment and the maintenance and appreciation of funds should be realized.
