【摘要】：随着我国市场经济的不断发展,社会对明晰产权的需求不断增加。保护不动产财产权、量化不动产价值最直接、最有效的手段,是不动产登记。在实际的管理工作中,也得到了充分体现。不动产登记的分散化,不仅增加了群众办证的不便,且增加了其时间和资金成本,交易相对人查询登记信息是不容易的,交易标的的权利状况是很难理解的。因此,研究不动产登记,对于完善社会主义市场经济的产权制度,维护当事人合法权益,保障交易安全,维护交易秩序,强化宏观调控政策落实,都具有重要意义。同时,这一制度也将成为反腐,社会诚信体系建设和不动产税制改革的突破口。本文所采用的研究方法是文献研究法、案例分析法和比较分析法。正文部分第一章为绪论,第二章对大连市不动产登记现状进行分析,第三章为大连市不动产登记方案进行论证,第四章对完善大连市不动产登记提出了具体的建议。本文从大连市不动产登记的实际情况出发,深入研究调查,分析大连市不动产登记的现行模式、登记程序、法律依据、登记人员情况、涉及相关行业情况、地理信息系统等问题,找出现阶段大连市不动产登记模式中存在的不足之处,提出从加快推进不动产统一登记体系建设和加强不动产登记机构自身建设两方面入手,以完善大连市不动产登记,使得政府治理更高效,产权人权利更安全,也更加便民利民。
[Abstract]:With the development of market economy in China, the demand for clear property rights is increasing. The most direct and effective means to quantify the value of real estate is to protect the property rights of real estate. It is real estate registration. In the actual management work, it has been fully reflected. The decentralization of real estate registration not only increased the inconvenience of the people to handle the certificate, but also increased its time and capital cost. It is not easy for the relative party to inquire about the registration information, and it is difficult to understand the rights of the subject matter of the transaction. Therefore, it is necessary to study the registration of real estate to perfect the property right system of the socialist market economy. It is of great significance to safeguard the legitimate rights and interests of the parties, to safeguard the security of transactions, to maintain the order of transactions, and to strengthen the implementation of macro-control policies. At the same time, this system will also become anti-corruption. Social integrity system construction and real estate tax system reform breakthrough. The research methods adopted in this paper are literature research method, case analysis method and comparative analysis method. The first chapter of the text is the introduction. The second chapter analyzes the current situation of Dalian real estate registration, the third chapter for Dalian real estate registration scheme to demonstrate. Chapter 4th puts forward specific suggestions to improve the registration of real estate in Dalian. Based on the actual situation of real estate registration in Dalian, this paper analyzes the current model and registration procedure of real estate registration in Dalian. Legal basis, registration personnel, related to the situation of the industry, geographic information systems and other issues, to find the stage of Dalian real estate registration model of deficiencies. In order to improve the registration of real estate in Dalian, the government will be more efficient and the rights of the property owner will be more safe by speeding up the construction of the unified registration system of real estate and strengthening the building of the real estate registration organization itself. It is also more convenient for the people to benefit the people.
