重庆市产业聚集过程中的城市化建设研究

【摘要】： 国家的发展离不开城市的发展,可以说城市的发展造就了国家的强大,城市是社会生产力发展的产物,是劳动力、资金、信息交流的枢纽,也是区域经济发展的增长中心。我们国家从建国之初城市的寥寥无几到现在成为全球城市化率最高的国家,除了国家政策的大力扶持之外,社会经济的发展也是重要的原因,而这其中起主导性地位的就是产业集聚中的城市化建设。产业通过精细的专业分工协作,城市之间、地区之间成为相互依存的有机整体,并随着工业化和市场化的发展,产业集聚区域日趋庞大,同时城市的空间也发生着变化,城市空问不断扩展,新的城镇不断出现,城市由孤立发展转向地域集聚、依托网络关系构成城市产业集群。城市产业集群以其开放性、网络性的特点,高集聚能力使得资源能在更大范围内得以配置,集中大量人力、物力、财力,提高综合经济效益。同时城市产业集群具有强烈的辐射能力,通过经济网络的联系,带动腹地经济的发展,从而带动整个区域的发展。产业集聚和城市发展的问题发展到今天慢慢以演变成为一个鸡与蛋的悖论。专业化分工出现使得各行业分化产生地区集聚效应,产业的集聚必然引起人口的聚集,从而带动城市化的发展。而城市发展也会促进产业聚集。产业集聚和城市发展之间相互联系,相互促进,在研究城市发展这一课题上,有很多学者已经开始关注地区产业的聚集对城市化得影响,而这种现象也是的确存在的。在中国西部建设中,产业集聚和城市化的相关性是经济增长中不可回避的问题,特别是像川渝地区这样的典型的老牌工业化地区的产业聚集和城市化的相互关系和运行机制更应该得到重视。中国西部城市化的速度相比中国的其他地区相对缓慢,经济的增长,第一产业向第二、三产业的过渡促使农村劳动力转移,需要思考如何建立可持续发展的城市,而重庆作为西部的经济和交通枢纽,更因首当其冲。中国西部城市有自己的发展特点,特别是像重庆这样的新兴工业城市。对中国西部来说,虽然国内可以借鉴东部沿海、东北老工业区等地区的经验,国外可以吸取大城市产业集聚带动城市化发展道路的经,但是各中存在问题还需一一分析,重庆的情况有其自身的特点,不能完全照搬照抄既有的经验,必须结合地区的实际情况来制定政策、实施政策。重庆是在产业转移中表现比较突出的城市,1997年直辖以来,重庆发展速度之快,就连2008年这样的坎坷之年,重庆的GDP也保持了两位数的增长速度,其实力不可小觑。重庆是个老牌的工业城市,机械制造业为其经济的发展做出了不可磨灭的贡献；重庆也是一个城市化进程缓慢的城市,.虽然这样高速的发展,城市化率依然很低。二元经济结构是困扰着重庆经济的一个重要课题,如何建立可持续发展的机制让重庆这个年轻的直辖市健康的发展,是一个值得研究的问题。本文是就以重庆为观察点,从重庆经济发展、产业集聚程度和产业发展情况为出发点,分析重庆产业集聚的现状,借鉴国内外建设经验,从产业集聚带动的角度研究重庆城市化问题,提出重庆市产业群发展战略。在研究的过程中主要运用了定性的描述方法和定量的实证方法来分析验证本文所研究的问题。实证分析部分中,用到了区域经济学中判断产业集聚程度的区位商法,同时也用到了定性的分析法,通过的重庆市产业的实际情况来判断该市是否出现了产业集聚的情况。文章中还涉及到了重庆市城市建设中金融、医疗卫生、交通通信、教育体系等一系列指标,通过统计数据判断重庆市城市化建设的现行状况,力求做到合符实际情况。文章中的数据主要来至于统计年鉴,证明运用的方法公式在文章中也有相应的说明。另外还有一些数据资料来自政府的官方网站、核心期刊、学者专著等。文章中首先介绍了重庆市可以选择的产业聚集和城市化发展模式,并根据重庆发展的实际情况判断出最适合重庆产业聚集和城市化发展的园区模式。接下来,文章分析了重庆以园区为基础形成产业聚集的条件,得出重庆完全有能力建设以园区为单位的产业聚集区。文章中还以长寿化工园区与西永微电子工业园为例,分析了园区产业聚集的现行状况,并分别对两个园区城市化建设状况做了简要的阐述。然后,文章则对重庆园区城市化建设提出了要求,分别涉及到农村人口向非农人口转移所要求的社会保障和福利待遇、园区内和园区间的基础设施的建设、园区内和园区间的产业链建设、园区的生态环境建设等问题。最后提出了重庆园区城市化建设的意见和建议。
[Abstract]:The development of the country is inseparable from the development of the city . It can be said that the development of the city has made the country strong , the city is the product of the development of the social productive forces , and it is the center of the development of the regional economy . In addition to the strong support of the national policy , the development of the social economy is also an important reason .

The development of industrial agglomeration and urban development is gradually becoming a paradox of a chicken and an egg . The specialization of specialization has caused the agglomeration effect of the industry , and the agglomeration of the industry will inevitably lead to the accumulation of the population , which will lead to the development of urbanization . In the west of China , there are many scholars who have started to focus on the development of urbanization .

Chongqing is a city with outstanding performance in industrial transfer . Since 1997 , Chongqing has developed rapidly . In 2008 , Chongqing ' s GDP has maintained double - digit growth rate . Chongqing is also a slow city in the process of urbanization . In spite of such high - speed development , urbanization rate is still very low . The duality economic structure is an important task that troubles Chongqing ' s economy . How to set up the mechanism of sustainable development makes Chongqing the young Central Government ' s healthy development , it is a question worth studying . In this paper , the paper analyzes the present situation of Chongqing ' s industrial agglomeration from the perspective of Chongqing ' s economic development , industrial agglomeration degree and industrial development , and studies the urbanization of Chongqing from the perspective of industrial agglomeration , and puts forward the strategy of Chongqing ' s industrial cluster development .

In the process of research , the qualitative description method and quantitative empirical method are mainly used to analyze and validate the problems studied in this paper .

This paper first introduces the mode of industrial agglomeration and urbanization which can be selected by Chongqing city , and determines the park mode which is best suited to Chongqing ' s industrial agglomeration and urbanization development according to the actual situation of Chongqing ' s development .
