【摘要】： 党的十五届五中全会正式提出建设社会主义新农村,“十一五”发展规划确立了建设社会主义新农村的战略目标。而建设社会主义新农村就必须发展农村产业,而发展农村产业就必须发展农村优势产业。所以根据青岛市沿海农村当前的发展和改革特点,青岛市沿海农村的资源禀赋和自然优势,思考、探索、规范和建立青岛市沿海农村产业发展模式就成为青岛市沿海农村的工作重点。本文的研究结构具体如下:第一章,导论。主要介绍了文章的研究背景、研究目的和意义以及国内外研究动态。此外还介绍了本文所采用的研究方法,其中包括:SWOT分析法、区位商分析法、定性与定量分析法、规范分析法。最后,指出本文可能的创新点。第二章,青岛市沿海农村产业发展的现状与存在的问题。本章主要分析了青岛市沿海农村产业发展的现状,进而提出存在的问题,本章的主要目的是为以后章节的构建发展模式和提出政策建议做铺垫。第三章,青岛市沿海农村区域优势产业的选择以及SWOT分析。本章首先运用区位商法对农、林、牧、渔进行分析,最终以数据的形式确定海水养殖业业为青岛市沿海农村的优势产业,进而运用SWOT分析法对已经确定的优势产业进行优劣势分析,最终从定量与定性的两个角度确定海水养殖业业就是青岛市沿海农村的优势产业,可以围绕海水养殖业进行产业化发展。第四章,青岛市沿海农村产业开发模式构建及其运行机制。本章首先介绍了青岛市沿海农村产业开发模式构建的思路与遵循的原则,自此基础上结合青岛市沿海农村的现状,针对各个产业发展的情况和一、二、三产业整体发展现状,提出产业开发模式为:海水养殖业主导型沿海农村产业开发模式、海水养殖业特色产品开发型沿海农村产业开发模式、休闲旅游以及生态旅游依托型沿海农村产业开发模式。最后根据发展的需要提出了产业开发模式的运行机制。第五章,青岛市沿海农村产业发展政策建议。本章在上述几章的基础上,提出了各个产业以及整体产业的发展政策建议,以保证产业开发模式的正常运行,保证青岛市沿海农村产业的稳定持续发展。
[Abstract]:The Fifth Plenary session of the 15th CPC Central Committee formally proposed the construction of a new socialist countryside, and the 11th Five-Year Plan established the strategic goal of building a new socialist countryside. To build a new socialist countryside, we must develop rural industries, and develop rural industries. Therefore, according to the current development and reform characteristics of the coastal rural areas of Qingdao, the natural advantages and natural endowment of the coastal rural areas of Qingdao City, thinking and exploring, Standardization and establishment of Qingdao coastal rural industrial development model has become the focus of Qingdao coastal rural work. The research structure of this paper is as follows: chapter one, introduction. This paper mainly introduces the research background, research purpose and significance, as well as the domestic and foreign research trends. In addition, this paper also introduces the research methods used in this paper, including: SWOT analysis, location quotient analysis, qualitative and quantitative analysis, normative analysis. Finally, the possible innovations of this paper are pointed out. The second chapter, Qingdao coastal rural industrial development status and existing problems. This chapter mainly analyzes the current situation of Qingdao coastal rural industrial development, and then puts forward the existing problems. The main purpose of this chapter is to lay the groundwork for the later chapters to build the development model and put forward policy recommendations. The third chapter, Qingdao coastal rural area advantage industry choice and SWOT analysis. This chapter first uses the location quotient law to carry on the analysis to the agriculture, the forest, the animal husbandry, the fishery, finally determines the mariculture industry as the Qingdao coastal countryside superiority industry by the data form, Then we use SWOT analysis method to analyze the advantages and disadvantages of the established superior industries, and finally determine that the mariculture industry is the dominant industry in the coastal rural areas of Qingdao from the two angles of quantitative and qualitative analysis. The industrialization development can be carried out around the mariculture industry. The fourth chapter, Qingdao coastal rural industrial development model construction and operation mechanism. This chapter first introduces the ideas and principles of the construction of the industrial development model of Qingdao coastal rural areas. On the basis of this, combining with the present situation of Qingdao coastal rural areas, aiming at the development of various industries and the overall development of the first, second and third industries, this chapter aims at the overall development of the first, second and third industries. The industrial development models are as follows: mariculture leading coastal rural industrial development model, mariculture characteristic product development coastal rural industrial development model, leisure tourism and ecological tourism relying on coastal rural industrial development model. Finally, according to the need of development, the operating mechanism of industrial development model is put forward. Chapter V, Qingdao coastal rural industrial development policy recommendations. On the basis of the above chapters, this chapter puts forward the policy suggestions for the development of each industry and the whole industry, so as to ensure the normal operation of the industrial development model and the steady and sustainable development of the coastal rural industry in Qingdao.
