山东半岛蓝色经济区海洋产业复杂网络演化研究

【摘要】：当今,各沿海大国纷纷将开发海洋作为重大发展战略来实施,海洋生产力的竞争也已成为21世纪综合国力竞争的重要因素。我国也积极发展海洋产业,构筑现代产业体系。国家主席胡锦涛于2009年4月在山东调研时提出了打造山东半岛蓝色经济区的战略部署。在这样的形势下,发展建设山东半岛蓝色经济区海洋产业的问题也就亟待解决。海洋产业要想在当今竞争中取得相对竞争优势,就必须以产业集群这一壮大区域经济产业规模、提升产业竞争力的有效途径来应对。 本文采用复杂网络的方法,研究经济区内海洋产业集群复杂网络演化及优化问题。首先,在充分调查和资料整理的基础上,总体上对蓝色经济、产业集群、复杂网络等进行理论综述,从理论上对其进行把握的同时,从逻辑上说明三者的关系:蓝色经济发展的基础是产业,产业集群构成复杂网络;其次对经济区海洋产业进行综合分析其现状问题,采用区位商法等进行优势产业的选择。之后,选择有代表性的海洋装备制造业和现代海洋渔业,运用复杂网络的方法对其复杂网络演化问题进行实证分析:建立复杂网络数学模型,计算网络参数,分析网络相关性质,进行网络演化仿真模拟和分析,并进行网络优化。在复杂网络的统计特征层面,分析了在内外部环境的作用下如何向更高一级形态演进优化规律。最后,在以上理论与实证的分析的基础上,提出山东半岛蓝色经济区发展的合理建议:培育优势产业,发挥龙头企业的带动作用;更新科研能力,优化产业布局;协调配套产业,培育和扶持配套产品产业等。能够更好的为经济区内海洋产业链条和集群的稳定发展提供积极的理论支持,同时在指导区域产业发展实践中有一定的参考价值。
[Abstract]:Nowadays, the coastal powers have taken the development of the ocean as a major development strategy, and the competition of marine productive forces has become an important factor in the competition of comprehensive national strength in the 21st century. Our country also actively develops the marine industry, constructs the modern industrial system. President Hu Jintao put forward the strategic plan of building the blue economic zone of Shandong Peninsula in April 2009 in Shandong Province. In this situation, the development and construction of Shandong Peninsula Blue Economic Zone marine industry is also urgent to be solved. In order to gain a comparative competitive advantage in today's competition, the marine industry must deal with the industrial cluster, which is an effective way to expand the scale of regional economic industry and enhance the competitiveness of the industry. In this paper, the complex network evolution and optimization of marine industrial clusters in economic zone are studied by using the method of complex network. First of all, on the basis of full investigation and data collation, on the whole, the blue economy, industrial cluster, complex network and so on are summarized theoretically, and at the same time, the relationship among them is explained logically: the foundation of blue economy development is industry, and industrial cluster constitutes complex network; Secondly, the marine industry in the economic zone is comprehensively analyzed, and the location quotient method is used to select the dominant industries. Then, the representative marine equipment manufacturing industry and modern marine fishery are selected, and the complex network evolution problem is empirically analyzed by using the method of complex network: the mathematical model of complex network is established, the network parameters are calculated, the related properties of network are analyzed, the simulation and analysis of network evolution are carried out, and the network optimization is carried out. At the level of statistical characteristics of complex networks, this paper analyzes how to evolve and optimize to a higher level under the action of internal and external environment. Finally, on the basis of the above theoretical and empirical analysis, this paper puts forward some reasonable suggestions for the development of Shandong Peninsula Blue Economic Zone: cultivating dominant industries and giving full play to the driving role of leading enterprises; renewing scientific research ability, optimizing industrial layout, coordinating supporting industries, cultivating and supporting product industries, and so on. It can better provide positive theoretical support for the stable development of marine industrial chain and cluster in the economic zone, and has certain reference value in guiding the practice of regional industrial development.
