【摘要】：世居少数民族与流动少数民族相互交融,18个畲族乡(镇)发展参差不齐,景宁畲族自治县虽然一枝独秀,但缺乏综合竞争力,是浙江省民族问题主要特征。浙江省在贯彻实施《民族区域自治法》中取得的成就,主要是靠政府规章和部门规章完成的,因此应尽快制定《浙江省贯彻实施民族区域自治法若干问题办法》,完善《浙江省少数民族权益保障条例》,改变三个主体用一个条例加以规范的格局;景宁自治立法权行使得既不完整也不完善,景宁自治县应充分行使自治权,科学进行立法项目规划,完善自治立法体系,全面深化法治浙江建设。
