【摘要】：野生动物狩猎活动历史悠久、文化丰富,世界各国的发展进步无不与野生动物狩猎活动密切相关!于我国的历史存在来说,其社会存在价值各异,文化内涵越来越丰富,制度建设也伴随发展起来,实在是我国历史长河中的一笔宝贵财富。现如今,我国非法狩猎活动猖獗,而世人却对正规狩猎业的存在不甚熟悉,事实上,我国也有现代狩猎产业,只是推广发展得不甚理想。究其原因,从制度上看,我国各类涉及到野生动物狩猎业的法律法规基本上都从防止非法利用和保护的角度进行相关规定,而对现代野生动物狩猎业却几乎没有提及,更究其原因,我国目前整体上并没有对野生动物狩猎进行科学的定位,相关制度的配套建设也未发展起来,与域外狩猎业发达国家相比,我国在制度建设和行为管理方面都还存在一定的差距。立足世界狩猎业发展动态和我国未来发展目标,我们应该认真领会生态文明发展理念,树立符合生态发展要求的野生动物狩猎观,结合国外相关经验,我们需要科学合理定位我国野生动物狩猎业的社会存在,逐步完善狩猎相关基础制度建设,加强狩猎法制建设,从政策配套上要支持建立现代狩猎产业,并完善相应的管理维护措施,最终初步建立起符合生态文明理念的野生动物狩猎制度。
[Abstract]:Wildlife hunting activities have a long history, rich culture, the development and progress of countries in the world are closely related to wildlife hunting activities! For the historical existence of our country, its social existence value is different, the cultural connotation is more and more rich, and the system construction is accompanied by the development, it is a precious wealth in the long history of our country. Illegal hunting activities are rampant in China, but the world is not very familiar with the existence of the formal hunting industry. In fact, there is a modern hunting industry in China, but the promotion and development is not very ideal. All kinds of laws and regulations related to wildlife hunting industry in China are basically from the angle of preventing illegal use and protection, but the modern wildlife hunting industry has hardly been mentioned, and the reasons are even more investigated. At present, our country has not carried on the scientific localization to the wild animal hunting as a whole, the related system supporting construction has not developed, compared with the overseas hunting industry developed country. There are still some gaps in system construction and behavior management in our country. Based on the development trend of hunting industry in the world and the future development goal of our country, we should seriously understand the concept of ecological civilization development. In order to set up the wildlife hunting concept in line with the requirements of ecological development and combined with the relevant experience of foreign countries, we need to scientifically and reasonably locate the social existence of the wildlife hunting industry in China and gradually improve the basic system construction of hunting. In order to strengthen the legal construction of hunting, we should support the establishment of modern hunting industry and improve the corresponding management and maintenance measures in order to establish the wildlife hunting system that accords with the concept of ecological civilization.
