新《环境保护法》下石油石化企业环境管理工作重点

【摘要】：2015年新修订的《环境保护法》提出了"按日处罚上不封顶""企业违法可拘留责任人""环保部门可直接查封扣押设备"等处罚措施。新《环境保护法》的实施对于石油石化企业将形成更加严厉的倒逼机制,文章探讨新《环境保护法》对石油石化企业环保工作的影响:促进企业环境管理观念转变,强化企业污染防治责任,突显领导责任、规范企业环境管理行为,更加重视环境影响评价,促进信息公开和公众参与等。通过将"环保优先"落到实处,完善制度体系,大力推广清洁生产,强化配备并运行必要的环保处理设施,树立环境友好的企业形象,强化环境管理等,实现企业与经济社会的协调发展。
[Abstract]:In 2015, the newly revised "Environmental Protection Law" proposed that "the daily punishment is not capped," "the enterprise may detain the responsible person illegally", "the environmental protection department may directly seal up the seizure equipment." The implementation of the new Environmental Protection Law will form a more severe mechanism for petroleum and petrochemical enterprises. This paper probes into the influence of the new Environmental Protection Law on the environmental protection work of petroleum and petrochemical enterprises: to promote the change of the concept of environmental management, to strengthen the responsibility of pollution prevention and control, to highlight the leading responsibility, and to standardize the environmental management behavior of the enterprises. Pay more attention to environmental impact assessment, promote information disclosure and public participation, etc. By putting "environmental protection priority" into practice, we should improve the system and vigorously promote cleaner production. Strengthen the equipment and operation of necessary environmental protection treatment facilities, set up an environmentally friendly enterprise image, strengthen environmental management, and achieve the coordinated development of enterprises and economic society.
