【摘要】：食品安全问题涉及的主体众多、环节复杂、影响范围广,我国需要在相当长的一段时间内逐步尝试和总结方法来应对食品安全问题。随着食品行业生产技术的改进、管理水平的提高、生产规模的扩大等,食品数量问题已在很大程度上得到了解决。当人们低层次的需求满足后,自然会产生更高层次的需求。当人们对食品数量的要求获得满足后,便会对食品质量投入更多的关注。进入20世纪中后期以来,屡屡发生的食品安全事件,不仅损害了人们的身体健康,打击了消费者的消费信心,也影响了国家经济的健康发展。目前,学术界对食品安全问题的研究,主要集中在对特定食品安全监管制度的研究,中外比较研究和对某个具体食品安全事件的研究等,而针对食品市场上利益相关者行为的研究并不多,也即对食品产业链条上的重要利益相关者,即消费者、食品企业和政府的行为缺乏研究,这将导致政府主管部门不能很好的掌握消费者需求、食品企业意愿、政府监管实施效果等影响食品安全法律法规实施效率的关键因素,进而影响法律法规制定的针对性及实施的效果。本文第一部分主要论述利益相关者的含义和分类,引出食品市场上的主要利益相关者,即食品企业、消费者和政府。本文第二部分一方面分别介绍了食品市场上利益相关者行为选择的理论基础及现状；另一方面分析了食品企业、消费者和政府之间客观存在的利益冲突。本文第三部分针对食品市场上主要利益相关者行为选择现状提出相应的规制方法和利益协调机制。总之,本文以利益相关者理论为基础,界定食品企业、消费者和政府是食品市场上的主要利益相关者,并深入分析了食品市场上主要利益相关者行为选择的理论基础及现状,客观反映了中国食品市场上利益相关者行为存在的问题并提出了针对性的解决措施。
[Abstract]:Food safety issues involve a large number of subjects, complex links, a wide range of impact. China needs to try and summarize methods to deal with food safety problems for a long period of time. With the improvement of food industry production technology, the improvement of management level, the expansion of production scale, and so on. The problem of food quantity has been solved to a large extent. When people meet the lower level of demand, there will naturally be a higher level of demand. Since the middle and late period of 20th century, the repeated food safety incidents have not only damaged the health of people, but also hit the consumer's confidence. Also affected the healthy development of the national economy. At present, the academic research on food safety mainly focuses on the study of specific food safety regulatory system, the comparative study between China and foreign countries, and the study of a specific food safety event. However, there are few researches on the behavior of stakeholders in the food market, that is, there is a lack of research on the behavior of the important stakeholders in the food industry chain, that is, consumers, food enterprises and the government. This will lead to the government authorities can not grasp the needs of consumers, food enterprises will, the implementation of government supervision and implementation of the key factors affecting the efficiency of food safety laws and regulations. Furthermore, it affects the pertinence of laws and regulations and the effect of implementation. The first part of this paper mainly discusses the meaning and classification of stakeholders, leading to the main stakeholders in the food market, that is, food enterprises, consumers and the government. The second part of this paper, on the one hand, introduces the theoretical basis and current situation of stakeholder behavior choice in the food market; on the other hand, analyzes the objective conflicts of interest among food enterprises, consumers and the government. The third part of this paper puts forward the corresponding regulation method and interest coordination mechanism in view of the current situation of the behavior choice of the main stakeholders in the food market. In short, based on stakeholder theory, this paper defines food enterprises, consumers and the government as the main stakeholders in the food market. The theoretical basis and present situation of the behavior choice of the main stakeholders in the food market are deeply analyzed, which objectively reflects the problems existing in the behavior of the stakeholders in the food market of China and puts forward the corresponding solutions.
