【摘要】：志愿服务事业近几年在我国蓬勃发展,特别是国家举办重大活动中志愿者发挥的作用日益凸显,志愿者也更加被社会公众所重视。伴随当前社会全面快速发展,志愿服务的内容更加丰富多样,在大型展会服务、文体活动服务、日常生活护理、环保公益行动、抢险救灾服务等涉及社会公共服务的内容上发挥了重要作用。如我国在2008年成功举办北京奥运会,2010年成功举办上海世博会,2011年成功举办深圳世界大学生运动会等等,在这类大型活动中,志愿服务均发挥了重要作用。同时,这类大型活动又对志愿者提出了一些能力要求,如熟练运用外语、良好的沟通能力等以便更好地为赛会提供志愿服务。我国的志愿服务事业已经得到了明显发展,但是志愿者团队的构建以及志愿者权益保障方面出现了不少问题,主要包括以下内容：第一,志愿者规模较小,从事志愿服务的时长较短,志愿者的年龄分布不均衡。第二,志愿服务的质量参差不齐。第三,志愿服务的内容不够宽泛。第四,志愿者团体的管理体系不够完善。第五,志愿服务的可持续发展能力不足。第六,在志愿服务的实践中,往往会出现损害志愿者正当权益的现象。到目前为止,我国在志愿服务领域尚未出台一部在全国范围内通用的,具有针对性和权威性的法律,志愿者的定义缺少法律条文的权威界定。对此,共青团中央实施的管理条例同各地实施的地方性管理办法有不一致的规定。本文利用界定志愿服务相关主体的概念以及各主体之间的关系,分析我国志愿服务事业的现状以及存在的欠缺,通过理论分析并提出改进的措施。笔者提出我国在保障志愿者权益方面应包含的内容：第一,完善志愿者权益保护立法。第二,完善志愿服务的责任制度。第三,健全志愿者组织的监管体系。第四,完善志愿者权益的多重保护机制。希望以此能不断完善我国志愿者权益保护,推动我国志愿服务事业的持续快速发展。
[Abstract]:In recent years, volunteer service has developed vigorously in our country, especially in the important activities held by the country, the role of volunteers has become increasingly prominent, and volunteers have been paid more attention by the public. With the rapid development of the current society. The content of volunteer service is richer and more diverse, in the large-scale exhibition service, the sports activity service, the daily life nursing, the environmental protection public welfare action. Emergency and disaster relief services have played an important role in the contents of social and public services. For example, China successfully hosted the Beijing Olympic Games on 2008 and the Shanghai World Expo on 2010. In 2011, the successful hosting of the Shenzhen Universiade, and so on, in this kind of large-scale activities, volunteer service has played an important role. At the same time, this kind of large-scale activities have put forward some ability requirements to the volunteers. Such as proficient use of foreign languages, good communication skills in order to better provide voluntary services for the event. Voluntary service in our country has been obviously developed, but there are many problems in the construction of volunteer team and the protection of volunteer rights and interests, mainly including the following: first, the scale of volunteers is relatively small. The duration of volunteer service is short, the age distribution of volunteers is uneven. Second, the quality of volunteer service is uneven. Third, the content of volunteer service is not broad enough. 4th. The management system of volunteer group is not perfect. 5th, and the ability of sustainable development of volunteer service is insufficient. 6th. In the practice of volunteer service, the phenomenon of harming the legitimate rights and interests of volunteers often appears. Up to now, our country in the field of voluntary service has not issued a nationwide general, targeted and authoritative law, the definition of volunteers lack the authoritative definition of legal provisions. The administrative regulations implemented by the Central Committee of the Communist Youth League are inconsistent with the local administrative measures implemented by various localities. By defining the concept of voluntary service related subjects and the relationship between them, this paper analyzes the present situation and shortcomings of voluntary service in China. Through theoretical analysis and proposed improvement measures. The author proposed that our country should include in the protection of volunteers' rights and interests: first, improve the legislation on the protection of volunteers' rights and interests. Improve the responsibility system of voluntary service. Third, improve the supervision system of volunteer organizations. 4th, improve the multiple protection mechanism of volunteers' rights and interests. Hope to continuously improve the protection of volunteer rights and interests in China. To promote the sustained and rapid development of voluntary service in China.
