核安全观视角下的北极核污染治理问题研究

【摘要】：随着北极地区资源、科研、地缘价值的不断凸显,北极核污染治理问题逐渐受到国际社会的广泛关注。现有的治理法律机制表现出了多样化和碎片化特征,在实践中发挥作用有限。北极国家基于各自的战略考量,不断加强在北极地区的军事存在,严重制约了既有国际合作框架的有效性。中国已成为北极理事会的正式观察员并在北极地区享有合法、合理的权益。核安全观的提出更是为北极核污染治理提供了新的视角。未来北极核污染的治理路径一方面要重视双边和多边框架下法律机制的构建。另一方面,还应发挥新多边主义和非传统外交的重要作用。
[Abstract]:As the Arctic resources, scientific research, geopolitical value continue to highlight the Arctic nuclear contamination problem has attracted wide attention from the international community. The existing legal governance mechanism shows diversity and fragmentation characteristics, a limited role in practice. Based on the Arctic National Strategic Considerations, continue to strengthen its military presence in the Arctic that restricts both the effectiveness of international cooperation framework. Chinese has become the official observer of the Arctic Council in the Arctic region and enjoys the legitimate, rational interests. The proposed nuclear security concept is to provide a new perspective for the Arctic nuclear contamination. The future governance path of Arctic nuclear contamination has to attach importance to the construction of bilateral and under the framework of multilateral legal system. On the other hand, should also play an important role in the new multilateralism and non traditional diplomacy.
