【摘要】：中国政府信息公开制度自运作以来取得了显著成效,但也暴露出诸多问题。综合考察这一制度运作的政治、经济、文化和社会背景,这一制度的发展在未来虽然同样会遇到障碍和阻力,但整体而言却呈现出八项良好的发展态势:政府信息公开及相关制度的立法将陆续以各种不同方式、不同途径启动;政府内在和外在动力将持续促使信息公开常态化;政府信息公开的司法保障将更加有力、有效;公民申请和获取政府信息将更方便、更理性;政府信息公开的价值和功能将更多元化;政府信息公开和例外的界限将更明晰;政府信息公开将推进执政党党务信息公开;政府信息公开将更加注重政务公开,更加注重公开的精细化及公开实效。

A comprehensive review of the political, economic, cultural and social backgrounds of the operation of this system has been made.
