北京市安全生产举报奖励制度实施效果分析及改进探讨

【摘要】:随着人民生活水平的不断提高和信息通讯技术的日益发达,安全生产问题特别是对重特大生产安全事故的预防或处理等情况已经超出了相关企业或行业边界,成为人民群众广为关注的问题,安全生产的社会监督也发挥着越来越明显的作用,其主要表现就是安全生产举报投诉的数量增加和质量上升、源于举报得到治理的事故隐患有所增加。为了进一步落实《安全生产法》中关于加强安全生产社会监督、奖励举报安全生产违法行为有功人员等方面的要求,应继续扩大安全生产举报制度的影响和作用,继续利用宣传普及特别是举报奖励等手段,不断提高人民群众对安全生产举报的认知度和积极性。根据对北京市安全生产举报奖励制度的实施情况进行调研分析,不难发现已有的安全生产举报奖励制度是有进一步改进和完善空间的。因此,在规范安全生产的大环境下,健全安全生产举报奖励制度刻不容缓。本文以北京市安全生产举报奖励制度为研究对象,将不断完善该项制度作为最终目标。首先,调研北京市安全生产举报奖励制度的具体内容、发展历程,并比较北京市、广东省、湖北省三地区安全生产举报奖励制度异同,分析得到北京市安全生产举报奖励制度特点。接着,通过收集整理和统计分析北京市2013至2016年安全生产举报投诉中心接收的上千例举报件,总结现阶段北京市安全生产举报奖励制度实施现状,分析导致该现状的具体原因。然后,分析北京市安全生产举报奖励制度实施后在社会、经济和政府管理三个层面带来的实际效果,并运用TNT当量法、海因里希法则等方法量化其经济效果,明确该制度具有的现实意义。最后,以北京市安全生产举报奖励制度现状和实施效果为基础,结合激励理论具体内容,分析当前安全生产举报奖励制度存在的不足,并提出完善北京市安全生产举报奖励制度合理可行的对策建议。为北京市安全生产举报奖励制度的合理化、规范化的发展提供相应的依据,推动北京市安全生产举报奖励工作有效开展。
[Abstract]:With the continuous improvement of people's living standards and the increasing development of information and communication technology, the problems of production safety, especially the prevention or handling of serious and serious production safety accidents, have exceeded the boundaries of relevant enterprises or industries. It has become an issue of widespread concern to the people, and social supervision of production safety is also playing a more and more obvious role, the main manifestation of which is the increase in the number and quality of complaints reported on production safety. In order to further implement the requirements of the "production Safety Law" on strengthening social supervision in production safety and rewarding those who have made contributions to reporting illegal activities in production safety, We should continue to expand the impact and role of the reporting system for safe production and continue to use such means as publicity and, in particular, reporting incentives, Continuously improving the people's awareness and enthusiasm for reporting on production safety. Based on the investigation and analysis of the implementation of the reward system for reporting on production safety in Beijing, It is not difficult to find that there is room for further improvement and improvement of the existing reward system for reporting on production safety. Therefore, under the general environment of standardizing production safety, It is urgent to improve the reward system of reporting on production safety. This paper takes the reward system of reporting on production safety in Beijing as the research object, and takes the continuous improvement of the system as the ultimate goal. First of all, To investigate the specific contents and development process of the reward system for reporting on production safety in Beijing, and to compare the similarities and differences of the reward system in the three regions of Beijing, Guangdong and Hubei. The characteristics of the reward system for reporting on production safety in Beijing were analyzed. Then, through collecting and sorting out and analyzing the thousands of reports received by the Beijing Safety production report and Complaints Center from 2013 to 2016, This paper summarizes the present situation of the implementation of the reward system for reporting on production safety in Beijing, and analyzes the specific reasons leading to the present situation. Then, it analyzes that the reward system for reporting on production safety in Beijing is in the society after the implementation of the system. The actual effect brought about by the three levels of economy and government management, and the use of TNT equivalent method and Heinrich's rule to quantify its economic effect, and to make clear the practical significance of the system. Finally, Based on the present situation and implementation effect of the reward system for reporting on safe production in Beijing, and combining with the specific contents of the incentive theory, this paper analyzes the shortcomings of the current reward system for reporting reports on production safety in Beijing. It also puts forward some reasonable and feasible countermeasures and suggestions to perfect the reward system of reporting on production safety in Beijing, which provides the corresponding basis for the rationalization and standardized development of the reward system for reporting on production safety in Beijing. To promote the work of reporting rewards for production safety in Beijing.
