当前民族事务治理法治化的多维约束与路径重塑

【摘要】：当前,我国全面深化改革的事业进入了攻坚期、深水区,在全面建成小康社会新的历史时期,民族事务治理面临更加复杂的形势和艰巨的任务。为了构建新形势下和谐、稳固的民族关系,提升民族治理工作的有效性,需要深入领会新时期民族事务治理法治化的内涵及价值,识别民族事务法治化制度建设以及实施过程中面临的深层次矛盾和冲突,调整民族立法思路,突破法理困局,以社会化参与推动民族事务治理去行政化,强化民族事务制度化、规范化管理。
[Abstract]:At present, the cause of comprehensively deepening the reform in our country has entered a critical period, deep water areas, and in the new historical period of building a well-off society in an all-round way, the administration of ethnic affairs is facing a more complicated situation and arduous tasks. In order to enhance the effectiveness of the work of national governance, it is necessary to deeply understand the connotation and value of the legalization of the governance of ethnic affairs in the new period. To identify the deep-seated contradictions and conflicts in the process of building and implementing the legal system of national affairs, to adjust the train of thought of national legislation, to break through the dilemma of legal theory, to promote the de-administration of national affairs by socialized participation, and to strengthen the institutionalization of ethnic affairs.
